Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.

This position is located in Ecosystems Division, Global Funds Finance Unit, at the Nairobi duty station. Under the direct supervision of the Finance and Budget Officer, the incumbent will be responsible for the following functions:

Responsibilities

  • 1. May be acting as Certifying Officer on behalf of and in the absence of programme managers at offices outside of headquarters.
  • 2. Providing support with respect to the review, analyses and preparation of the medium-term plan and its revisions.
  • 3. Preparing supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
  • 4. Assisting managers in the elaboration of resource requirements for budget submissions.
  • 5. Undertaking research and providing support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
  • 6. Monitoring expenditures and comparing with approved budget; prepares adjustments as necessary.
  • 7. Reviewing requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
  • 8. Assisting in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
  • 9. Monitoring integrity of various financial databases.
  • 10. Verifying accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
  • 11. Coordinating with other finance and budget staff on related issues during preparation of budget reports.
  • 12. Reviewing, analysing and preparing payments to third-parties, commercial entities, with respect to settlement of certified death and disability, contingent-owned equipment, stores, pay and allowances, and letters of assist claims.
  • 13. Assisting staff members, fund management officers and donors regarding queries on payment and deposit-related issues.
  • 14. Keeping up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
  • 15. Drafting or preparing correspondence to respond to inquiries in respect to relevant financial and budget matters.
  • 16. Maintaining and keeping up-to-date files.
  • 17. Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • 18. Assists with visualizations and updating information material such as web pages or brochures.
  • 19. May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.
  • 20.Performing other related duties, as assigned.

Education

  • High school diploma or equivalent is required.

Job – Specific Qualification

  • Supplemental training in Administration, Finance or related field is desirable.

Work Experience

  • A minimum of seven (7) years of work experience in finance, budget, accounting, administrative services or related area is required.
  • Experience with Global funds such as Global Environment Facility (GEF), Adaptation Fund (AF) and/or Green Climate Fund (GCF) is desirable.
  • Experience working with Enterprise Resource Planning (ERP) systems such as Systems, Applications and Products (SAP), eg, UN Umoja, in grants management, funds management and financial management modules is desirable.
  • One (1) year or more of experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
  • NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.

  • Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
