Senior Procurement Officer I
Duties and Responsibilities:
- Reporting to the Chief of Party, USAID Dumisha Afya with a dotted line to Ag. Procurement Manager.
- AMPATH, the incumbent will among others be responsible for the following:
- Draft supplies and procurement policies and guidelines for the program.
- Review notices of the award and tender acceptance process.
- Participate in the compiling and evaluation of tenders.
- Participate in the formulation of supplies manual and SOPs.
- Develop Procurement and Inventory Manuals.
- Training and staff development.
- Provide support to end-user on supply chain guidelines.
- Review of tender and contract documents.
- Safeguard of tender advertising notices.
- Review of tender advertising notices.
- Undertake market research to support procurement decisions.
- Review and monitoring procurement costed procurement plans.
- Keep proper records and documentation of the supply chain.
Qualifications and Experience:
The ideal candidate: –
- Master’s degree in any of the following discipline: Supplies Chain Management, Commerce (Supplies Management option), Procurement or it’s equivalent from a recognized institution
- Bachelor’s degree in any of the following: Supply Chain Management, Commerce (Supplies Management option), Procurement or it’s equivalent from a recognised institution.
- A minimum period of three (3) years of relevant work with at least two (2) years’ experience in a supervisory position.
- Membership to Kenya Institute of Supplies Management (KISM) or Chartered Institute of Purchasing and Supplies (CIPS) with valid Practicing License.
- Attended Supervisory skills from a recognised institution.
Senior Data Manager
Key Roles and Responsibilities:
- Create and enforce policies for effective data management.
- Formulate management techniques for quality data collection to ensure adequacy, accuracy, and legitimacy of data.
- Devise and implement efficient and secure procedures for data management and analysis with attention to all technical aspects.
- Establish rules and procedures for data sharing with management, investigators, external stakeholders etc.
- Support others in the daily use of data systems and ensure adherence to legal and company standards.
- Train data managers on data management procedures.
- Review reports and data extracted when needed.
- Monitor and analyze information and data systems and evaluate their performance to discover ways of enhancing them (new technologies, upgrades etc.)
- Ensure digital databases and archives are protected from security breaches and data losses.
- Troubleshoot data-related problems and authorize maintenance or modifications.
- Review training needs and plays an active role in the training and development of department staff.
- Provide technical assistance to other biostatisticians as may be required.
- Managing the Department’s communication.
Qualification & Experience
- Master’s degree in a quantitative field such as Information Technology, Computer Science,Applied Statistics, Mathematics, or any other related field.
- Bachelor’s degree in a quantitative field such as Information Technology, Computer Science, Applied Statistics, Mathematics or any other related field.
- A minimum period of five (5) years of relevant work with at least three (3) years’ experience in a supervisory position.
- Proficiency in data analysis, interpretation, and manipulation of data; knowledge of database construction, management and retrieval methods.
- Proficiency with data cleaning and analysis software like SAS, and STATA. R or SPSS.
- Attended a Senior Management course from a recognized institution.
Procurement Officer II
Duties and Responsibilities:
- Reporting to the Chief of Party, USAID Dumisha Afya through Senior Supply Chain Officer I, the incumbent will among others be responsible for the following:
- Prepare agenda and minutes of tender processing committee.
- Review of tender and contract documents before approval.
- Prepare Local Purchase Orders (LPOs).
- Participate in the preparation of tender documents.
- Participate in the tender evaluation process.
- Draft procurement reports.
- Draft of procurement and disposal, programs, plans, strategies, and budgets.
- Inspect the utilization and stock of supplies.
Qualifications and Experience:
The ideal candidate: –
- Bachelor’s degree in any of the following; Supply Chain Management, Commerce (Supplies Management option), Procurement or its equivalent from a recognized institution.
- Minimum of one (1) year relevant experience.
- Membership to Kenya Institute of Supplies Management (KISM) or Chartered Institute of Purchasing and Supplies (CIPS) with valid practising license.
- Proficiency in Microsoft Office
HSS-Health Financing Officer
Duties and Responsibilities:
Reporting to the Chief of Party, USAID Dumisha Afya, through Health Strengthening Systems Manager, the incumbent will among others be responsible for the following:
- Provide technical support to county health departments in sector planning and budgetingand ensure prioritization of strategic disease programmes including HIV in county resource allocation.
- Foster consultative discussions between the department of health and key county structures such as county assembly, county treasury and governorship on prioritizing health interventions during resource sharing.
- Represent the project on county level and intergovernmental policy forums and provide technical advisory on policy design and implementation pitfalls & successes.
- Support the focus counties to design and implement health financing strategic frameworks aligned to the national health policy framework and UHC goals.
- Provide technical assistance to county health department in designing and implementing public financial management laws and regulations.
- Support county health department to design and implement strategies to increase health sector revenues.
- Build strong partnerships with the government and other key stakeholder to ensure the project is in line with government priorities and the successful implementation of the project.
- Collaborate with the project M&E lead to develop metrics for monitoring and measurement of health financing interventions against benchmarks and support the learning agenda.
Desired Qualifications
- University degree in Economics, Public Health, Health Systems Management, or related discipline.
- At least five years of experience in implementing health financing interventions in donor funded projects in devolved setting.
- In depth knowledge of Kenya’s public financial management processes and the PFM
- Vast knowledge of Kenya’s health system in the devolved setting and good understanding of health policy environment.
