Chief Manager, Planning, Research and Development
JOB REFERENCE ENSDA/PRD/01/2023
Job Purpose
The job holder will be responsible for;
- Planning: plan, develop and establish policies, procedures and objectives of the Authorities Planning function to provide organizational strategic direction, oversee integrated development planning, development of projects concept and proposals, preparation of budgets; and monitoring and evaluation of the projects and programs.
- Research & Development: plan, develop and establish policies, procedures and objectives of the Authority’s research and Development functions in line with Authority’s objectives; review and initiate research and development proposals and ensure Authority remains up to date in terms of technological changes.
- Regional Co-ordination: plan, develop and establish policies, procedures and objectives of Authority’s regional coordination of the 6 sub-regional offices; raise awareness among community leaders, businesses and the general public in the sub-regions on the benefits of sustainable utilization of resources, and enhancing participation of stakeholders and partners in projects implementation; coordinate all activities in the sub-regions including
- identification, prioritization of projects and programmes for implementation by the Authority in the sub-regions.
Requirements for Appointment:
- Bachelors’ Degree in any of the following fields:- Planning, Economics, Development Studies, Research or Project Management or its equivalent qualifications from a recognized institution;
- Masters’ Degree in any of the following fields:- Planning, Economics, Development Studies, Research or Project Management or its equivalent qualifications from a recognized institution;
- Membership to a relevant professional body and in good standing;
- Leadership course lasting not less than four (4) weeks from a recognized institution;
- Proficiency in computer applications; and
- Fulfil the requirements of Chapter Six (6) of the Constitution of Kenya.

Previous relevant work experience required:
- Minimum period of ten (10) years with at least five (5) years of managerial or supervisory experience.
Key Duties and Responsibilities:
- Head of Department with delegated executive authority from the Managing Director;
- Assigning work to professional staff and ensures appropriate training is provided;
- Advising the Management on matters relating to planning, research and development and provide professional and technical advice as required;
- Responsible for the maintenance, development and assisting in the implementation of all statutory and non-statutory plans as pertinent to the work of the department committees;
- Ensuring the provision of timely professional advice to the management on matters relating to the progress of the department;
- Responsible for conducting performance appraisals, promoting continuing professional development of staff within the department and setting standards of performance and to monitor achievement;
- Keeping service related systems and procedures under review and implement changes where appropriate, including the use of new technology in delivering the planning, research and development service;
- Overseeing the preparation of monthly, quarterly and annual sectional reports;
- Initiating studies and surveys (Research) of the areas as may be considered necessary by the Authority and to assess alternative demands within the area on the natural resources thereof, including agriculture, forestry, wildlife, and tourism industries, hydropower generation, mining and fishing, and to recommend economic priorities;
- Effecting programmes of both monitoring and evaluating the performance of projects within the development area so as to improve such performance and establish responsibility thereof, and to improve future planning;
- Formulating and implementing appropriate planning policies, Authority’s corporate and strategic planning;
- Planning and managing a variety of short-term and long-range programmes, projects and investments;
- Integrating regional development planning including development of the regional master plan;
- Overseeing preparation of the Authority’s Annual plans and preparation of MTEF budgets;
- Overseeing preparation of Performance Contracts;
- Overseeing development and maintenance of the regional database and resource centre;
- Responsible for development of budgets and expenditure approvals; and
- Responsible for assets assigned by the Authority.
Supply Chain Manager

Job Purpose
- The job holder will be responsible for formulating, implementing, reviewing policies, plans, programmes and strategies on procurement.
Requirements for Appointment:
- Bachelors’ degree in Commerce / Business Administration (Supply Chain Management Option), Economics, Marketing or equivalent qualifications from a recognized institution;
- Masters’ degree in Commerce / Business Administration (Supply Chain Management Option), Economics, Marketing or equivalent qualifications from a recognized institution is an added advantage
- Qualified Practitioner registered with Kenya Institute of Supplies Management (KISM);
- A member of the Chartered Institute of Procurement and Supply (CIPS), Kenya Institute of Supplies Management (KISM) or its equivalent qualifications from a recognized institution;
- Management course lasting not less than four (4) weeks from a recognized institution;
- Proficiency in computer applications; and
- Fulfil the requirements of Chapter Six (6) of the Constitution of Kenya.

Previous relevant work experience required:
- Minimum of eight (8) years of experience in Supply Chain Management with at least three (3) years in a position equivalent to Senior Supply Chain Officer.
Key Duties and Responsibilities:
- Responsbile for giving procurement professional advice to the Management;
- Ensuring the correct interpretation and implementation of the Public Procurement and Asset Disposal Act, 2015, regulations, procedures and otherlegislations that impact on Supply Chain Management;
- Advising on all policy matters pertaining to procurement and supplies;
- Preparing the Annual Procurement and Disposal Plans;
- Developing negotiation Strategies and close deals on optimal terms;
- Developing, leading and executing procurement and supplies strategies;
- Partnering with stakeholders to ensure clear procurement terms of reference;
- Overseeing implementation of e-procurement strategies;
- Overseeing the implementation of performance appraisal systems;
- Operationalizing the e-government procurement strategies and inventory management;
- Advising on outsourcing of the procurement and disposal functions;
- Secretary to the Tender Processing Committee;
- Preparing and ensuring implementation of procurement policies, procedures and manual;
- Collaborating with other departments to identify or qualify new suppliers;
- Tracking and reporting key functional metrics to reduce expenses and supervising the work of other member of staff;
- Carrying out internal monitoring and evaluation on procurement; assessing and measuring the performance of suppliers and contractors;
- Introducing modern inventory management techniques and approaches and disposal of unserviceable stores; and
- Ensuring accountability and prudent management of resources and assets and ensuring compliance with principles and values of good governance transparency, accountability, ethics and integrity.
