Procurement Officer
Job Purpose:
- Assigns, reviews, and participates in the work of staff responsible for volume purchasing services. Exercises considerable judgment in making purchasing decisions in accordance with USAID and Pathfinder International policies and regulations. Assists Pathfinder country-specific procurement and tender committees in accordance with existing Pathfinder and donor procurement policies.
Key Job Responsibilities:
- Supplies and Equipment Tracking and Delivery: Ensures timely tracking of all supplies and equipment sent to the relevant managers. Ensures timely delivery of supplies and equipment to the specified locations and proactively liaises with relevant managers to clarify relevant specifications.
- Procurement of Goods and Services: Purchases goods and services, analyzes purchase requisitions, and creates new and updates existing bid Prepares and follows up payment requests for goods and services in a timely manner in accordance with existing Pathfinder policies and guidelines. Coordinates, assigns, reviews and participates in the work of staff responsible for volume purchasing services.
- Bid Proposals: Assists in drafting and evaluating bid proposals; solicits and negotiates competitive pricing from vendors and makes recommendations for issuance of purchase orders and waivers of Reviews existing office supply contracts and coordinates the bid process in accordance with Pathfinder International procurement rules and best practices. Serves on committees to evaluate sealed proposals. Negotiates pricing.
- Vendor Database Management: Maintains a database of vendors. Investigate and resolve complex problems associated with outside vendor documentation to process purchase orders, waivers, and payments.
- Reports: Prepares and submits procurement reports in agreed format and timeframe.
- Project Management and Participation: Leads, manages or participates in cross-functional project teams.
Minimally Required Job-specific Competencies:
- Purchase of Commodities: Foundational knowledge of the purchase of commodities, computer hardware and software, materials equipment, services and/or supplies.
- USAID Procurement Rules and Regulations: Foundational knowledge of USAID procurement rules and regulations.

Required Education, Training, and Experience:
- Bachelor´s degree in Procurement or related field.
- Membership in Chartered Institute of Procurement & Supplies or equivalent
- Membership in country-specific Institute of Supplies Management or equivalent
- 3 years of work experience in purchasing, finance, or facilities management.
- Prefer: Work experience with NGO under USAID grants

Program Officer
Job Purpose:
- The Program Officer will be responsible for providing technical support to the County Health Management Teams (CHMT) in the establishment, coordination, and scaling up of activities in the counties. S/He will be expected to actively participate in the execution of project strategies, activities, and the development of tools and materials for the project. The officer will support the counties to ensure that all activities are conducted in a timely manner / as planned. S/He will be expected to represent the Pathfinder project in partner meetings at local and regional levels and advocate for co-funding and eventual total ownership.
Key Responsibilities:
- Strategic Plan and Budget Implementation: Works with local authorities and health facilities to advocate for the allocation of funds to support emergency transportation/emergency referrals using private taxis.
- Program Assessment, Measurement, and Evaluation: Work with the Monitoring Evaluation and Learning (MEL) team to conduct research and data gathering on significant and new developments.
- Innovation: Identifies best practices in activities, recommends improvements for program or project performance, and assists in sharing innovative methods with partners.
- Technical Direction: Assists in the assessment, coordination, and facilitation of the provision of Basic Emergency Obstetrics and Newborn Care (BEmONC), Comprehensive Emergency Obstetrics and Newborn Care (CEmONC), and emergency transportation and referral systems in collaboration with County Health Management Teams (CHMTs).
- Project and Management Reporting: Participate in writing and Reviews of quarterly and annual project progress reports and give constructive feedback on project and Implementation. Assists in the development and delivery of presentations related to the activities. Timely submits a completed consolidated report to the MEL team.
- Meeting and Forum Attendance: Attends relevant meetings as well as forums to foster and enhance collaboration and sharing of new and improved approaches, methods, and ideas. Uses these platforms and forums to advocate for the allocation of resources to support Emergency transportation systems.
- Publications: Assists with coordinating the publication of research findings, technical reviews, and the development of manuals and guidelines for project-related activities.
- Project Management and Participation: Participates in cross-functional project teams and partner activities

- Experience in implementing advocacy activities at community, sub-county, and county levels.
- Sound Experience in working with counties and knowledge of their budgeting systems.
- Knowledge of health system referrals and linkages systems at the county level.
- Foundational knowledge of Maternal and Newborn services including project strategies on emergency transportation/referrals and indicators.
- Ability to plan, coordinate/supervise, and deliver trainings and meetings to diverse groups.
- Experience in private-sector programming is an added advantage.
- Strong M&E and good relations in management.

Driver
Job Purpose:
- This position plays a critical role in the day-to-day activities of the vehicles for the office. Provide support to the transport department and ensure that the designated vehicle is properly driven and maintained to effectively support the implementation of program activities. Provide backup support to the Administration Department. Ensures that the vehicles are clean, well-maintained, and operated safely and efficiently. Performs maintenance-related work, including checking fluid levels, tire pressure, and the like. Oversees general vehicle maintenance and major repair work performed by contractors.
Key Job Outcomes:
- Driver Assignments and Schedules. Relays route assignments and other instructions as assigned.
- Vehicle Operations Maintenance: drives and cares for the use of the equipment to ensure driver compliance in areas such as cleanliness, proper street crossings, and bus stop locations. Trains employees as necessary.
- Vehicle Operations: Drives assigned Pathfinder vehicles to authorized areas while adhering to Pathfinder and local regulations.
- Vehicle Safety and Security: Ensures that the designated vehicle is fully operational, licensed, and insured as required by law. Ensures that designated vehicle is well maintained and serviced appropriately. Ensures that all passengers are securely belted up before embarking on any trip. Reports any accident or defect of the vehicle to the supervisor of record. Conducts daily pre-inspection tests on the assigned vehicle, including oil level, water levels, tire pressure, brake fluid level, and the like.
- Vehicle Mileage Records: Accurately records mileage in the log book. Submits monthly mileage summary to Finance.
- Courier Services: Delivers mail using the assigned vehicle.
- Inventory Coordination: Loads and unloads vehicles with supplies. Sets and arranges supplies in store.
- Budget Planning Input: Provide input and assistance to the supervisor for the preparation of the department budget.
- Project Management and Participation: Leads, manages, or participates in cross-functional project teams.
