Country People Culture & Talent Manager

Strategic Leadership

  • Advise the CMT and Project Managers (PMs) on organisational changes, policies, and compliance with Kenya labour laws and regulatory requirements.
  • Analyse HR data, trends, and metrics to inform decision-making and planning at the country and global levels.
  • Develop and implement talent management strategies, including performance management, professional development, recruitment, and promotions.
  • Regularly review staff composition and costing levels, advising management on organisational design and adherence to SNV’s Gender Equity and Social Inclusion (GESI) commitments.

Operational Management

  • Ensure timely payroll and pension administration.
  • Implement and maintain job structures and profiles.
  • Formulate, update, and implement the HR manual for national staff, ensuring alignment with global frameworks and local labour laws.
  • Support line managers in staff performance management processes.
  • Review and advise on recruitment and staffing requirements, ensuring alignment with GESI commitments.

Employee Relations & Compliance

  • Build awareness and advise management on health and safety policies, including compliance with local laws and regulations.
  • Conduct employee satisfaction surveys in line with corporate guidelines.
  • Address complex HR issues, including compensation, benefits, and employee relations.
  • Maintain high levels of confidentiality and integrity in all HR matters.

Talent Acquisition & Development

  • Manage end-to-end recruitment processes, ensuring the sourcing and retention of top talent in a competitive market.
  • Develop external and internal talent pools to meet current and future workforce needs.
  • Foster ongoing relationships with potential talent through performance and professional development initiatives.

Qualifications

  • A minimum of a bachelor’s degree in human resources or a related field; a master’s degree is preferred.
  • At least 6 years of experience in HR, with 2 years in a senior capacity.
  • Professional certification in HR, Organisation Development, or Management is an added advantage.
  • Accreditation in employee investigations, employee relations, and grievance handling.

Country Monitoring, Evaluation, and Learning Advisor

Responsibilities

  • Establish Kenya and Burundi’s country MEL system and lead its initiation, implementation, and capacity strengthening. 
  • Ensure the effective implementation of MEL policies, procedures and guidelines for country specific projects
  • Contribute to stronger knowledge management and ensure lessons learned are applied in daily practice through the development of appropriate systems and frameworks.
  • Develop in-country capacities on Accountability through the development of appropriate feedback mechanisms, accountability frameworks and project teams coaching. 
  • Steering (functionally) & coaching MEL and other country and project level colleagues towards compliance with the country MEL system and its ownership, as well as with donor regulations
  • Ensure coordination of the MEL Community of Practice through leadership or delegated leadership. 
  • Contribute to the development of a culture of MEL prioritisation with a focus on quality by leading by example and supporting Sector Leaders in critical reflection, recognition of failures/weaknesses, accountability, and continuous learning. 
  • Drive innovation through digitalization systems and processes to enhance data collection, analysis, visualization and reporting.
  • Develop and implement comprehensive frameworks—including results, accountability, and learning frameworks—to facilitate decision-making, adaptive management and organizational learning
  • Promote relevant MEL topics and best practices, with a focus on quality by leading by example and supporting Sector Leaders in knowledge-sharing initiatives that break sector silos and drive systemic change. Coordinate Kenya’s contribution to SNV’s Global Harmonised Indicators. 
  • Facilitate the design and implementation of monitoring and evaluation capacity development initiatives in Kenya. 
  • Participate in Business Development processes including in Theory of Change development support, MEL Plan development and learning agenda identification, to support quality project design. 
  • Support report reviewing processes so that they reflect evidence and data analytics.
  • Work closely with the Marketing & Communications Team to ensure lessons through case studies and success stories are evidence-based and are continuously documented and disseminated.
  • Supporting relevant global MEL processes as required.

  • Strong background in Monitoring, Evaluation, and Learning (MEAL) including quantitative and qualitative methodologies. 
  • A minimum of 7 years of relevant work experience in MEL in the development sector, consultancy firm, research institute and/or businesses with experience of working in a developing country context.
  • Solid experience of successfully setting up new systems, processes, and/or initiatives related to MEL.
  • A strong understanding of and experience in facilitating theory of change development and review and the development and use of high-level results frameworks.
  • Experience of conducting and quality assuring assessments and/or evaluations that include primary data collection. 
  • Experience in designing and facilitating iterative learning processes. 
  • Strong communication skills (both oral and written) and influencing skills with practical experience of leading collaborative processes.
  • Team player, strong interpersonal skills, used to working in multi-cultural environments.  
  • Excellent English, and highly desirable French.
  • Experience conducting and quality assuring assessments and/or evaluations that include primary data collection. 
  • Familiarity with SNV’s leading sectors: Agriculture, Energy, and Water 
  • Sensitive and committed to gender equity, inclusion and diversity principles in all aspects of their work.
  • Strong knowledge and skills in data management and analysis using statistical software’s (such as STATA, SPSS, SAS, Eviews, POWER BI etc.).
  • Willingness and ability to travel.
