Programme Management Officer, Human Settlements
Responsibilities
- This position will more particularly contribute to the establishment and implementation of the workplan for UN-Habitat Institutional Plan on Solutions to Internal Displacement, within the wider UN-Habitat Global Programme on Urban migration (Flagship Programme 4: Inclusive cities: Enhancing the Positive impacts of urban migration)
- Participates in the development, implementation and evaluation of assigned programmes/projects, etc. and provision of quality technical support to global, regional and country programmes/projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
- Researches, analyzes and presents information gathered from diverse sources.
- Assists in analysis of issues and trends, stakeholder mapping, in alignment with relevant areas of the Strategic Plan, etc.
- Undertakes survey initiatives; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Performs other duties as required.
Education
- Advanced university degree (Master’s degree or equivalent) in urban and regional planning, business administration, management, economics or a related field is required.
- A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of five (5) years of progressively responsible experience in project or programme management, administration or related area is required.
- Experience in working on issues of migration and displacement, and/or disaster response is required.
- Experience in concrete programme or project experience related to migration or displacement in particular in developing countries is desirable.
- Two (2) years or more of experience in data analytics or related area is desirable

Intern – Programme Support
Responsibilities
- Daily responsibilities will depend on the individual’s background, the intern’s assigned office as well as the internship period. Under the co-supervision of the Programme Management Officer and the Programme Coordinator, the intern will:
- Support in the data collection, literature review, analysis, interpretation and writing on land and housing issues globally, including policy mapping.
- Support in the development, compilation, synthesis and management of knowledge materials developed by the section, including LHS project analysis and monitoring against the mandates.
- Assist substantive and technical staff in organizing and documenting land and housing related events, training and meetings.
- Keep track of relevant national/regional/international meetings and events in the thematic area of land and housing – including cross cutting issues on human rights, climate change, gender, etc.
- Provide research and technical support to resource mobilization activities, including developing concept notes and proposals.
- Contribute to various land and housing related communication and advocacy activities and initiatives, including the support of LHS Community of Practice (CoP).
- Support the establishment and management of the LHS knowledge management system and associated tools for the LHS Community of Practice (CoP) to support internal knowledge exchange, learning and communication.
- Carry out mapping and research on selected topics relevant to the content and management of the LHS Community of Practice (CoP). Perform other related tasks as assigned.
Qualifications/special skills
- Applicants must at the time of application, meet one of the following requirements:
- Be enrolled in a graduate school programme (second university degree or equivalent, or higher),
- Be enrolled in the final academic year of a first university degree program (minimum Bachelor’s level or equivalent),
- Have graduated with Bachelor’s degree, Masters, PhD or equivalent. Be computer literate in standard software applications (Microsoft Office Suite).
- Have demonstrated a keen interest in the work of the United Nations and have a personal commitment to the ideals of the Charter.
- Have a demonstrated ability to successfully interact with individuals of different cultural backgrounds and beliefs, which includes a willingness to try and understand and be tolerant of differing opinions and views.
Preferred areas of study:
- The preferred subject areas are Land Administration, Land Management, Land Governance, International Development, Urban Planning, Urban Studies, Housing Studies, Urban and Rural Development, Migration and Human Mobility, Architecture or related field.
- Applicants to the UN Internship Programme are not required to have professional work experience.
- However, a field of study that is closely related to the type of internship that you are applying for is required.

- Provides advice and support to managers and staff on human resources related matters.

Senior Human Resources Assistant
Responsibilities
Human Resources Management
- Coordinates various actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, promotion, relocation, performance management, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
- Liaises with central administration/executive services as required.
- Oversees the maintenance of job opening files and keeps track of status of job openings.
- Provides advice and answers general queries on classification procedures and processes.
- Provides information and advice to staff/consultants with respect to conditions of service,
Rules and Regulations.
- Monitors UMOJA staffing tables for a variety of human resource activities, e.g., appointments, retirement, expiration of appointments, reassignments, transfer and movement of staff.
- The incumbent will be expected to take lead with the Hiring Offices for quality control of the Central Review Submissions.
- Coordinates and manages in-house training activities and liaise with UNON Staff Development Unit on the UNON provided training activities. Inform staff on training activities available and book staff on training. Maintain updated reports on staff who have attended training.
- Assists in the management of the UN-Habitat Junior Professional Officer (JPO) programme, including the preparation of cost estimates for submission to donors.
- Maintain updated reports on JPOs working in UN- Habitat, providing necessary information as requested by the Supervisor and Programme Management Officer (PMO).
General Administration
- Provides guidance, training and daily supervision to other general service staff in the area of responsibility.
- Responds to enquiries and in liaison with UNON as necessary, provides information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service. duties and responsibilities, and entitlements under the Staff
Rules and Regulations.
- Coordinates and provides support to staff members frequently both at Headquarters and in the field on issues with regard to human resources activities.
- Assists in ensuring performance management compliance by maintaining updated records and sending reminders to staff on the same.

- Drafts routine correspondence to respond to enquiries in respect to relevant administrative and personnel matters.
- Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
- Assists with visualizations and updating information material such as web pages or brochures.

Education
- Completion of High School diploma or equivalent is required.
Work Experience
- A minimum of ten (10) years of progressively responsible experience in human resources management, administrative services or related area is required.
- The minimum years of relevant experience is reduced to eight (8) for candidates who possess a first-level university degree or higher.
- Working experience with the UN system or other international organization is required.
- Work experience with recruitment systems and tools such as Inspira or similar is required.
- Experience working with the Enterprise Resource Planning (ERP) system, preferably Systems Applications and Products (SAP), is desirable.
- Work experience in report writing is desirable.
- One (1) year or more of experience in data analytics or related area is desirable.
