Finance and Administration Manager

Position Description

The Finance Manager shall work under the leadership of the COP or DCOP and will be responsible for all aspects of operations, including administration, finance, procurement, and human resources, if relevant.

The candidate for the position of Finance and Administration Manager shall have at a minimum the following qualifications:

Qualifications

Education:

  • Bachelor’s Degree in Business Administration, Finance, Accounting or equivalent from an accredited university. Relevant professional certifications and membership from accredited accounting institutions.

Skills and Experience:

  • At least 10 years of experience as a Finance and Administration Manager on donor-funded projects;
  • Experience with USAID projects, including contracts, and understanding of USAID rules and regulations’
  • Knowledge of generally accepted accounting practices, financial reporting standards, financial management processes, and procedures;
  • Demonstrated exemplary management, supervision, communication, and interpersonal skills to ensure internal coherence among diverse team members and productive relations with the GOK, donors, and the international community; and
  • Logistics experience, such as large-scale textbook procurement and distribution, in a developing country, preferably in Kenya or East Africa, is highly desired.

Grants and Partnership Manager

Position Description

The Grants and Partnership Manager will report to the COP and be responsible for managing the Youth Grants and Partnership Fund. This individual will work closely with the DCOP and the Finance and Administration Manager to manage the Youth Grants. The individual will also work closely with the COP to leverage private sector support for relevant KPLP activities.

The candidate for the position of Grants and Partnership Manager shall have at a minimum the following qualifications:

Qualifications

Education:

  • A Master’s-level degree in a related field.

Skills and Experience:

  • At least 5 years of demonstrated experience managing projects, ideally those related to primary grade reading;
  • Grants management experience, preferably in Kenya or East Africa;
  • Experience building the capacity of local organizations to implement and manage development projects is highly desired; and
  • A proven ability to identify high-potential business ideas, demonstrated experience working collaboratively with youth and/or institutional and private partners, and experience implementing activities designed to leverage private investments to support development goals.

Monitoring, Evaluation, and Learning Specialist

The Kenya Primary Literacy Program will reclaim and build upon the learning outcomes achieved at 2019 Tusome EGR endline evaluation.

Position Description

The Monitoring, Evaluation, and Learning (MEL) Specialist shall work under the leadership of the COP or DCOP and will be responsible for all aspects of MEL, including overseeing the MEL activities of subpartners and grantees, and building their MEL capacity if needed.

The candidate for the position of Monitoring, Evaluation, and Learning Specialist shall have at a minimum the following qualifications:

Qualifications

Education:

  • A Master’s-level degree in statistics, monitoring and evaluation, social sciences, or a related field from an accredited university.

Skills and Experience:

  • At least 7 years of experience supporting MEL in developing countries, specifically all aspects of performance management and reporting as well as MEL oversight and capacity building of partners;
  • Knowledge of a range of approaches to performance monitoring, impact evaluation, and research in areas including design, instrument development, sampling design, data collection, data analysis and dissemination:
  • Proven ability to develop, assess and evaluate baseline studies, education-related management information systems, logical frameworks, performance monitoring plans, and performance and impact evaluations related to improvement of reading at the primary grade level;
  • Experience project baseline, midline, and endline assessments and classroom-level assessment;
  • Strong research and quantitative skills to lead case studies;
  • Demonstrated exemplary technical, capacity building, communication, and interpersonal skills to ensure internal coherence among diverse team members and productive relations with the GOK, subpartners, and grantees; and
  • Experience successfully supporting the MEL of large-scale national reading programs in a developing country, preferably in Kenya or East Africa, is highly desired.

Deputy Chief of Party

  • The Deputy Chief of Party (DCOP) shall work under the leadership of the COP and will support the organization in appropriate technical and coordination aspects of the project.
  • The candidate for the position of Deputy Chief of Party shall have at a minimum the following qualifications:

Qualifications

Education:

  • A Master’s-level degree in education, social sciences, or a relevant field from an accredited university.

Skills and Experience:

  • At least 10 years of relevant experience in program management in developing countries, preferably in the implementation of a national scale reading program of similar technical complexity;
  • Demonstrated exemplary management, supervision, communication, and interpersonal skills to ensure internal coherence among diverse team members and productive relations with the GOK, donors, and the international community; and
  • Experience implementing an early grade reading program in a developing country, preferably in Kenya or East Africa, is highly desired.

Chief of Party

Position Description

The Chief of Party (COP) shall be responsible for the overall management and implementation of the project and report directly to the designated USAID Contracting Officer’s Representative (COR). The COP shall supervise project implementation and ensure the project meets stated goals and reporting requirements. The COP will take a leadership role in coordination among USAID, key stakeholders, and other implementing partners. The COP position requires political savvy and close coordination with USAID, as the individual will interact with numerous Government of Kenya GOK institutions and senior-level national and county-level government officials.

The candidate for the position of Chief of Party shall have at a minimum the following qualifications:

Qualifications

Education:

  • A Master’s-level degree in education, social sciences, or a relevant field to education programs from an accredited university.

Skills and Experience:

  • At least 15 years of experience in managing teams and implementing education programs in developing countries, preferably in the implementation of a national scale reading program of similar technical complexity.
  • A proven ability to identify and negotiate partnership opportunities.
  • Experience managing sub-partners.
  • Demonstrated exemplary management, supervision, communication, and interpersonal skills to ensure internal coherence among diverse team members and productive relations with the GOK, donors, and the international community; and
  • Experience implementing an early grade reading program in a developing country, preferably in Kenya or East Africa, is highly desired.
