Communications Consultant for PROPEL Health Kenya

Project Overview:

  • In Kenya, Palladium is implementing the USAID-funded PROPEL Health project to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation; adequate, predictable, and sustainable health financing; enhanced government stewardship, transparency, and accountability; and use of evidence-based advocacy approaches at global, national, and subnational levels to promote best practices. It focuses on family planning/reproductive health (FP/RH), and the integration of FP/RH with HIV and maternal and child health (MCH) with a lens to enable economic empowerment, positive youth development. Our transformational technical strategy prioritizes localizing policy, advocacy, financing, and governance (PAFG) leadership, technical assistance, and capacity development to enhance resilience and sustainability. The project actively supports USAID’s localization strategy by drawing on local actors to co-create our country designs and lead implementation, monitoring, and evaluation.

Scope of Work: 

  • PROPEL Health Kenya is seeking to recruit a consultant to support communication and knowledge management function. The consultant will work closely with the PROPEL Health Kenya team. The consultant must have professional and specific experience related to communications and knowledge management.

 Primary Duties and Responsibilities: 

  • Support the technical lead for MEL on drafting, reviewing, and editing the PROPEL Health project quarterly reports and submit for approval (internal)
  • Review and edit project PowerPoint presentations and other communication materials.
  • Review and edit project reports under development, for USAID and beneficiary approval. 
  • Develop communications tools (nuggets, policy briefs, blogs, success stories) as necessary.
  • Support PROPEL Health staff to adhere to the project’s Branding & Marking plan, including using project templates and obtaining USAID Mission concurrence for branding exceptions when necessary. 

Required Qualifications:

  • Master’s degree in communication studies or Journalism/mass communication is required.
  • Bachelor’s degree in communications studies, linguistics, journalism, mass communication or related field is required.
  • At least 8 years’ experience in communication and knowledge management with a USAID-funded organization in the health sector is required.
  • Experience in preparation of routine USAID reports.
  • At least 8 years’ experience reviewing and editing reports and other documents for USAID and government approval.

Evaluation Criteria: 

Applications will be evaluated based on below evaluation criteria:

  • Technical (50%)
    • At least 8 years’ experience in communication and knowledge management with a USAID-funded organization in the health sector is required.
    • Experience in preparation of routine USAID reports.
    • At least 8 years’ experience reviewing and editing reports and other documents for USAID and government approval.
  • Education (30%)
    • Master’s degree in communication studies or Journalism/mass communication is required.
    • Bachelor’s degree in communications studies, linguistics, journalism, mass communication or related field is required.
  • Costs (20%)
    • Proposed daily rate or deliverable costs reasonable and realistic.

  • The Global fund application process is all-inclusive, transparent, and involves different stakeholders and is guided by the joint TB/HIV ICC and KCM. The KCM, through the Ministry of Health has requested for support to cost and prepare sustainability framework in support of the application process.

Scope of Work:

  • PROPEL Health Kenya is seeking to recruit a consultant to support the Global fund application process. The consultant will work closely with the PROPEL Health Kenya and the MOH team. The consultant must have professional and specific experience related to costing.

 Primary Duties and Responsibilities: 

  • Costing of the funding requests for HIV, TB, Malaria and RSSH as per the following tasks;
    • Development of cost assumptions from identified activities and interventions
    • Determination of unit costs
    • Costing of activities, interventions and modules and generation of a master costing sheet
    • Cost benefit analysis in support of prioritization
    • Guide on criteria for determining funding splits
    • Preparation of budgets
    • Allocation and PAAR detailed budgets
  • Updating of the financial systems data/information on the Essential Data Table
  • Population of funding landscape tables (HIV, TB, Malaria, RSSH) and description of funding landscape narratives
  • Gap analysis and prioritization of interventions for financial management systems under RSSH, including domestic resource mobilization
  • Preparation and gathering of reference documents in support of the costing and the funding request narrative (Innovative Financing Documentation, Co-Financing Documentation, Sustainability and Transition Supporting Documentation)

Required Qualifications:

  • Master’s degree in health economics and policy or related field is required.  
  • Bachelor’s degree in economics or related field is required.
  • 5yrs or more experience in costing work in a low- and middle-income country is required.
  • Experience in at least 2cycles of the Global Fund application process in Africa
  • Proven track record of 10yrs or more in health economics, health care financing and/or health policy analysis is required.
