Technical Officer, Essential Immunization, Big Catch-Up Coordination
Description Of Duties
The incumbent is assigned the following responsibilities which are performed according to the needs and agenda of the West & Central African sub-regions:
- Liaise with global, regional, and national stakeholders to ensure alignment of Big Catch-Up objectives with national immunization policies, strategies, and priorities.
- Coordinate the provision of guidance and technical support to countries in reviewing/updating, implementing, and monitoring vaccination policies and guidelines to catch up missed children expanding the vaccination age range from 0 – 23 months to 0 – 59 months
- Coordinate regularly with partners from UNICEF, Gavi, and other regional working group members to regularly track vaccine stock availability in the country, funds availability to cover operational costs, as well as the needed technical assistance to implement the Big Catch-Up activities
- Coordinate the sub-regional implementation of the Big Catch-Up, supporting member states to develop and implement tailored catch-up plans, based on regular review of performance
- Monitoring progress of Big Catch-Up activities while tracking key performance indicators (based on the global guidelines for monitoring Big Catch-Up) and conducting regular evaluations to assess the impact of the intervention against regularly programmed activitiesFacilitate and coordinate the Regional collaboration and concerted support for the implementation of tailored strategies to bridge immunization equity gaps, reach zero dose children and implement the Big CatchUp initiative.
- Review country monthly BCU progress reports and coordinate with sub-regional, regional, and global stakeholders to identify opportunities for knowledge-sharing
- Facilitate and contribute in the mobilization of technical assistance and resources for operational costs for the implementation of the the Big Catch-Up, in collaboration with Regional and HQ colleagues.
- Collaborate with Global IA2030 Working Groups, provide progress on the regional framework for the implementation of the IA2030 in WCA countries and coordinate partners support to close identified gaps.
- Perform any other activity as assigned by the IST WCA VPD Team Leads.
Required Qualifications
Education
- Essential: Medical degree with post-graduate degree/training in public health, health management, epidemiology or infectious or communicable diseases.
- Desirable: PhD in a relevant field.
Experience
- Essential: A minimum of 7 years of practical national and international experience in managing and coordinating large-scale immunization programmes, new vaccine introductions, vaccine logistics management and related activities.
- Desirable: Experience in project management, analysis and development of capacity-building tools and databases for monitoring and evaluation purposes.
- Diverse work experience incorporating work with the United Nations, international non-governmental organizations, other UN or related agencies will be an advantage.
- Experience in coordinating a large-scale immunization program in a developmental context/low income setting
Skills
- Demonstrated knowledge in the management of large scale and complex multi-country immunization programmes;
- Proven ability to think independently and strategically, plan, coordinate and implement strategies, activities, and capacity building together with monitoring and reporting on results, progress, and lessons learnt
- Excellent experience in working with national EPI programmes and integration with other Progammes, managing and coordinating the end-to-end implementation and dissemination of lessons learnt

Technical Officer, Data Manager
Summary of duties
- Under the general supervision of the VPD IST West Africa, the incumbent provides support for data collection, quality control and management for the preparation and publication insightful reports and information, maintains and develops archiving system and databases, and supports the strengthening of country capacity to capture and analyze data.
The Incumbent Is Assigned Of The Following
Leadership on disease control coordination, partnerships and resource mobilization through:
- Contributing in the development, update and maintenance of electronic routine immunization and Surveillance databases and support the automation and generation of customized reports including weekly, monthly and quarterly bulletins and annual reports.
- Coordinating data collection and analysis to determine timeliness and completeness of countries data and provide suggestions for any new and/or innovative tools that improve data collection and warehousing activities.
- Facilitating partnerships and networks for immunization data management and analytics in the subregion
Development of WHO disease control technical products, services, and tools through:
- Collaborating closely with other Data Managers in the UCN Cluster on the development, monitoring, and revision of data management policies, SOPs and practices to improve, maintain and ensure data integrity and a cohesive approach, in line with WHO/AFRO policies
- Providing technical support in the area of data management, monitoring and evaluation tools for VPDs surveillance and outbreaks preparedness and response by providing feedback, reports and capacity building on data management and programme reviews in the region.
Generation of analytics-driven strategic information for disease control agenda setting and interventions tailoring through:
- Facilitating development and deployment of functional e-platforms including operational manuals, for subnational stratification of communicable and non-communicable diseases, and annual disease control agenda setting and investments’
- guidance (publication of respective country annual disease outlook with district disease profiles);
- Facilitating development of common geo-registers and metadata and harmonization of current multiple data platforms as necessary;
- Facilitating provision of advanced analysis support to UCN Teams in the data processes and as relevant to other clusters in the Regional and Country offices;
- Strengthening the capacities of UCN Teams in the data-to-action processes;
- Assembling global ancillary data (climate biodiversity, genomics, socio economic etc.)
- Supporting disease and health programme teams to implement analysis for subnational tailoring of public health interventions in countries;
- Facilitating development of annual disease outlook reports that implement country deep dives aligned with the African Health Observatories and various WHO global reports;
- Facilitating community surveys, programme review
Technical support and institutional capacity building for disease control support through:
- Facilitating country capacity building for use of analytics to drive diseases control agenda setting and guide investments including use of triangulated data on disease occurrence (incidence and mortality), interventions coverage, health services access, and determinants information for disease stratification and tailoring of national policies and operational responses in member states;
- Facilitating country capacity strengthening for country surveillance systems;
- Facilitating data collection, quality control and management for publication of insightful reports and information;
- Supporting automation and generation of customized reports weekly, monthly, quarterly and annual
- Facilitating capacity building for national data managers aimed at improving data quality including tools including DHIS2, ODK, Arc-GIS, Power BI ensuring proper collection, analysis, recording and feedback.
- Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

- At least five (5) years of experience in data management, the analysis and management electronic information, statistics and/or information technology, identification of user requirements, system development and maintenance, ideally related to epidemiological data collection and management and/or knowledge of local public health practices with a minimum of 2 years inclusive at the international level in low and/or middle-income countries.
Desirable
- Experience or understanding of WHO/AFRO practices in data, IT and procedures, or other intergovernmental agencies or the UN system and knowledge of national and regional networks. Good understanding of heath related databases.

Technical Officer, Research & Knowledge Management
Description Of Duties
The incumbent is expected to contribute towards:
- Knowledge Management on Big Catch-up (BCU) and other activities being implemented towards achieving IA2030 goals:
- Produce country profiles on immunization status
- Identify best practices and document lessons learnt in the implementation of the BCU Initiative
Technical Writing on BCU activities:
- Write, edit, and format country, subregional, and/or regional technical documents and/or reports for publication on the BCU initiative.
- Work in coordination with other technical teams at the IST and Country offices to ensure accuracy, clarity, and consistency of technical content, adhering to established WHO standards and guidelines.
- Collaborate with regional partners and stakeholders to gather information and their perspectives in the development of the technical documents and reports before finalization and dissemination.
Documentation and Reporting:
- Develop communication materials through documentation of project activities, milestones, and outcomes through regular progress reports, case studies, success stories, and lessons learned from the implementation of BCU
- Work in coordination with the data teams to compile and synthesize data, evidence, and findings from BCU activity evaluations, assessments, and surveys in countries into comprehensive reports and presentations.
- Ensure timely submission of technical reports and deliverables to donors, partners, and other stakeholders, adhering to established reporting schedules and requirements.
- Technical support and institutional capacity building for disease control support through:
- Facilitating country capacity building of member states by providing training, coaching, and support to staff members on knowledge management techniques, tools, and best practices.
- Facilitating country capacity strengthening through writing workshops sessions on technical writing for BCU activities to allow for a country lead approach in the development of communication materials.
- Supporting in the development of templates for easier development of customized reports weekly, monthly, quarterly, and annual on activities.
- Facilitating publication and dissemination of communication materials developed on catch-up activities through online platforms, organized workshops, and other opportunities as they become available.

Required Qualifications

Technical Officer, Big Catch-Up Data Management
Description Of Duties
The incumbent is expected to contribute towards:
- Leadership in BCU country readiness assessment
- Coordinate the digitalization of BCU readiness tools developed by WHO and UNICEF.
- Develop standard operating procedures for periodically assessing country readiness in the implementation of BCU as well as BCU coverage and data systems assessments.
- Set up a system of periodic self-assessment and reporting on BCU readiness assessments by all the priority countries.
- Set up and maintain a dashboard dedicated to monitoring progress in preparing for BCU implementation.
- Technical guidance and support to Member States in BCU data systems and barriers analysis
- Develop a technical guidance on the management of big-catch data integrated with the existing RI system, allowing to track use of dose allocated to BCU activities.
- Coordinate WHO support to Member States in setting system for generating tailored schedules for zero-dose and under-immunized children and tracking coverage by all antigens missed as per national guidance.
- Coordinate provision of technical assistance to Member States in setting up/adjusting data systems to capture data for reporting on BCU indicators.
- Provide technical assistance to Member States for the collection and analysis of data on Behavioral and Social Drivers (BeSD) of vaccine uptake to understand enablers and barriers to catch-up activities.
- Monitoring country progress in the implementation of BCU interventions
- Set up a system for monthly reporting from countries to AFRO on BCU including uptake, zero-dose coverage and vaccine stocks.
- Lead BCU data analysis and use at sub-regional level including developing adding a component on BCU implementation to the readiness dashboard, preparing monthly bulletins, automating data quality control of BCU data.
- Develop guidance and tools for evaluating BCU programmes in priority countries.
- Prepare at least one manuscript related to the implementation of BCU in subregion to be submitted in a peer-reviewed journal.
- Other related responsibilities as assigned, including replacing and backstopping for others as required.
Required Qualifications

- Essential: At least first University degree in Epidemiology, Health Informatics, Computer Science, Biostatistics, Data Management, Data Science, or related fields.
- Desirable: Master’s degree or Certificate in Biostatistics or Advanced data analysis using up-to-date statistical software.
