Director, Legal & Regulatory Services/ Corporation Secretary

The position is responsible for for developing, implementing and monitoring the legal and regulatory framework and offering Board secretarial services.
Key Responsibilities
- Safeguarding the Agency by ensuring it is adequately defended before the Courts of law and Tribunals;
- Providing legal support to the Agency in the development and review of regulations, guidelines and procedures;
- Providing secretarial services to the Board of Directors;
- Providing guidance to the Board on their obligations and responsibilities on matters of Governance;
- Reviewing contracts or other documentation where the Agency has committed itself and assess legal implications necessary for the attention of Management;
- Providing legal advice and interpretation of statutes, subsidiary rules, and regulations;
- Coordinate the conducting of the Board’s inductions and training;
- Managing, reviewing and monitoring progress and status of outstanding litigation;
- Ensuring the Agency complies with constitutional, regulatory and relevant laws in force through the provision of legal advisory services;
- Ensuring risks arising from contractual engagements are effectively and efficiently managed;
- Providing advice to management on all legal, regulatory and contractual matters;
- Custodian and accountability of the Agency’s seal, securities, agreements, minutes, Titles and other legal instruments;
- Ensuring that the Agency’s Annual returns are promptly filed with relevant Authorities; and
- Providing legal guidance on contractual and statutory obligations binding upon the Agency.
Academic and Professional Qualifications
Applicants must have the following: –
- Hold a Master’s Degree in Law from a recognized university;
- Hold a Bachelor’s Degree in Law from a recognized university;
- Be an Advocate of the High Court of Kenya;
- Be a member of Institute of Certified Public Secretary of Kenya (ICPSK) in good standing;
- Be a member of the Law Society in good standing.
Related Job Experience
- Must have at least twelve (12) years relevant work experience with at least eight (8) years in a senior management position.
Knowledge, Skills and Competencies
- Demonstrable knowledge of the Energy Sector in Kenya;
- Demonstrable knowledge of the linkages between Kenya and the International Atomic Energy Agency (IAEA);
- Demonstrable knowledge of the Nuclear Power Programme;
- Demonstrate understanding of public service values;
- Excellent leadership competencies including analytical skills, excellent organization and coordination skills and ability to make difficult decisions;
- Demonstrate distinguished leadership and people skills in public sector organization, management and operations;
- Meet the provisions of Chapter Six of the Constitution of Kenya;
- Strategic capability with proven ability to relate emerging global issues with the organization’s mission, vision and strategy;
- Proven ability to build and manage effective teams;
- Be detail oriented, have ability to meet deadlines while delivering on high quality results.
Terms of Service
- The appointment is for a period of five (5) years renewable once subject to satisfactory performance and delivery of set performance targets.
Manager, Human Resource and Administration

The position is responsible for providing strategic leadership and guidance on human resource management to ensure the Agency has requisite competencies necessary to achieve its strategic goals and mandate.
Key Responsibilities
- Implementing the Agency’s strategic objectives on Human Resource Management and Administration;
- Interpreting, reviewing, developing and implementing the human resource policies, strategies and plans;
- Managing the recruitment process, coordinating induction program for new staff, and providing full briefing to staff on human resource policy guidelines as well as benefits;
- Developing, reviewing and coordinating implementation of performance appraisal system;
- Implementing the cross-cutting public sector programs such as disability mainstreaming, gender mainstreaming, alcohol/ drug abuse prevention, road safety mainstreaming committee etc.;
- Developing and implementing the Agency’s compensation and benefits schemes and rewards and sanctions policies;
- Coordinating the Agency’s mentorship and coaching programme;
- Developing and maintaining human resource management information system;
- Ensuring compliance with Human Resource and Administration statutory and regulatory requirements;
- Coordinating and overseeing the implementation of the recommendations of training needs assessment and work environment survey so as to improve the work conditions of the employees;
- Providing cross-functional administrative matters including office services maintenance and management of transport services among others; and
- Implementing effective maintenance, storage and security of employee records to ensure integration and confidentiality of data and information on staff.
Academic and Professional Qualifications
Applicants must have the following: –
- Hold a Masters’ Degree in a relevant field from an institution recognized in Kenya;
- Hold a Bachelor’s degree in Human Resource Management or any other relevant field from an institution recognized in Kenya;
- Post graduate diploma in Human Resource Management;
- Certified Human Resource Professional (CHRP) Certification;
- Be a member of the Institute of Human Resource Management in good standing;
- Possess a valid Practicing Certificate.
Related Job Experience
- Must have at least ten (10) years relevant work experience with at least five (5) years in senior management.
