Monitoring and Evaluation (M&E) Officer
- The Monitoring and Evaluation (M&E) Officer will provide technical support and oversight on program-level monitoring, evaluation, and reporting for Projects being implemented by EPN. The M&E Officer will work with the Projects Team to ensure the completion of monitoring and evaluation tasks and timely reporting according to the project-specific monitoring and evaluation plans and in compliance with grant requirements.
Duties and Responsibilities
The duties and responsibilities are as follows:
Operational Roles and Responsibilities:
- Develop the overall framework, for project M&E, for example mid-term project review, impact assessment, final evaluation, project Performance Monitoring Plan with relevant data collection systems
- Collect data on a regular basis to measure achievement against the performance indicators
- Check data quality with partners, analyze and aggregate findings
- Support project progress reporting, project mid-term review and final evaluation
- Development of M&E tools such as Dashboards to monitor Project activities
- Research and Development: development of studies, questionnaires, assessments and analysis and reporting on the same
- Develop baseline data for each project component and for all project indicators
- Develop a plan for project-related capacity-building on M&E and for any computer-based support.
- Organize and undertake training with collaborating partners on M&E as required
- Contribute to and occasionally support the development of project proposals
- Develop monitoring and evaluation plan for all projects including the development of tools e.g. logical framework/theory of change, indicators matrix, and performance tracking tools
- Support the preparation of project narrative reports to donors/funding partner
- Review implementing partners narrative report
- Conduct supervisory visits and field visits for data collection and validation
- Assist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement
- Assist in the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and time frames as relevant
- Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation
- With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources
- Identify areas where technical support to project partners is required. Organize refresher training on M&E for partners as required
- Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings
- Produce reports on M&E findings and prepare presentations based on M&E data as required
Perform any other duties as may be assigned from time to time

Knowledge and Skills Required
The jobholder must possess:
- Degree in statistics, demographics, public policy, international development, economics, or related field
- Minimum of five years of professional experience in an M&E position responsible for implementing M&E activities of international development projects
- Good knowledge of program implementation, monitoring and evaluation techniques and practices
- Familiarity with impact assessment an advantage
- Excellent analytical and reporting skills
- Ability to work in a team and good interpersonal skills
- Good computer applications skills and data Analysis
- Good organizational skills.
- Ability to deal with people with tact and diplomacy
- Ability to work independently with a minimum of supervision.
- Ability to work under time pressure and meet deadlines
- Ability to work in diversified environments

Supply Chain Officer
Job Purpose
- To carry out the implementation of the Smart Leveraged Church Supply Chain (SMART LCSC) Project to be implemented in the EPN Network with a focus on Drug Supply Organizations (DSOs) in Sub-Saharan Africa (SSA). The goal is to support the enhancement of supply chain best practices to bridge previously identified gaps.
JOB DESCRIPTION
- Manage the implementation of program activities in line with project agreements:
- Participate in and help lead project kick-off meetings with member partners and other relevant contacts
- Coordinate the development of supply chain Key Performance Indicators (KPIs) with the EPN Supply Chain Technical Working Group (TWG).
- Coordinate the review process and the adoption of the final Supply Chain Maturity Assessment tool piloted in Nigeria and Sierra Leone.
- Conduct the physical assessment of two EPN DSOs to reveal their SC gaps
- Develop and drive co-creation of a roadmap and action plan with the assessed Drug Supply Organisations (DSOs) in SSA
- Appointment of focal persons in the DSOs and active engagement of the same
- Budget development and budget allocation to activities undertaken by the DSOs
- Develop and coordinate the 2024 work plan of the SC technical working group with the DSOs representatives.
- Create and disseminate an online pre-assessment platform to be accessed by DSOs
- Assess the partners supply chain integrity at the health facility level in terms of forecasting, quantification, procurement, stock management, inventory, dispensing and documentation
- Conduct monitoring visits in the selected DSOs/countries, report and evaluate the outcomes.
- Timely and accurate Project Reporting
- Conduct training of health facilities’ management staff in Drug Revolving Funds and Partnership in Sustaining the Drug Supply Unit
- Co-ordinate and implement training of pharmacy personnel in courses on quality of medicines and supply management
- Develop and provide regular and end-term assessments and reporting
- Lead the activities of the EPN East Africa Pooled Procurement Initiative, schedule the Technical Working Group Meeting and coordinate the tender process.
- In collaboration with the EPN Policy and Advocacy advisor, develop the Minilab Advocacy Tool Kit to support the engagement with regulatory authorities and Ministries of Health
- Coordinate in collaboration with our partner Difaem, the EPN Minilab Network and compile reports from members for dissemination
- Perform any other duties as instructed by the Executive Director
REQUIRED EDUCATION
Experience Required
- Professional Logistics and/or supply chain experience
- Experience in the field of essential medicines, health commodities, supply chain, information systems and logistics management systems
- Knowledge of procurement and quantification (forecasting and supply planning) tools
- Project Management experience
- Knowledge in managing and coordinating initiatives aimed at strengthening local supply chain processes in hard to reach countries and areas
- Experience in working with governmental health officials
Education, Skills and Competencies Requirements
- Minimum Bachelor degree in Health-related sciences
- Advanced training and/or experience in Logistics and Health Products Supply Chain Management including Tools
- Good communication skills and the ability to work and effectively coordinate a Multidisciplinary team
- Proven ability to form and direct technical working groups (TWG)
- Computer skills and a good command of Microsoft software programs
- Excellent Reporting skills
- Strong writing and presentation skills with ability to communicate well within and across diverse groups
- Knowledge of the Global/Regional and local health systems, the pharmaceutical sector the regulations is of advantage
