WASH and Construction Specialist
Key Responsibilities:
Technical Leadership, Coordination and Implementation (25%)
- Provide innovative and strategic leadership support, effective management and timely administrative support for all regional (multiple counties) related WASH and Construction interventions.
- Preparation of Feasibility Studies, Preliminary and Detailed Design as well as Design Reviews for water and sanitation infrastructures and structural work all with supporting detailed calculations and Preparation of tender Documents, Blank BoQs, Priced BoQ (Engineers estimate), Specifications and Conditions of Contracts in line with FIDIC and Civil Engineering Standard Method of Measurement (CESMM) and World Vision WASH Business guidelines as may be applicable and sharing with NO WASH prior to tendering
- Ensure all WASH and health projects in the region are planned, budgeted, designed, approved and delivered on time as per the procurement guidelines and WASH business processes and their impacts meet or exceed planned outcomes and targets set.
- Develop/Review all engineering surveys, assessments, evaluations, studies, designs and terms of reference and bills of quantities as developed by WASH project officers within the region.
- Consolidate and review of monthly, quarterly, semi-annual, annual, and end of projects reports and ensure that the reports are prepared in a timely manner (as per schedule) and in accordance with donors and World Vision Kenya requirements/strategy.
- Facilitate and coordinate proper documentation and storing in box of all project documents as guided in the WASH Business process at end of each project implementation before approval of retention fee to contractors.
- Oversee Implementation of WASH, Health and Construction projects to ensure quality, effectiveness and timely implementation towards realization of WVK Strategy for child wellbeing.
- Collaborate with the NO WASH and HEALTH to provide APs with the appropriate technical orientation needed to achieve child wellbeing outcomes. This to include socialization with available guidelines, strategy, policies, regulations etc.
- Support development of technically sound funding proposals through provision of information & data and review in collaboration with AP Managers, other sector specialists.
- Provide technical leadership in water resource mapping, AP master plans for universal coverage, environmental protection and conservation through water shed & rangeland management, reforestation and other best practices.
- Facilitates, coordinate and support the GIS processes & strategies and the continuous use of the mWater platform by all field level WASH staff for effective mapping and reporting.
- Where applicable (for PE); Certify all World-vision Kenya engineering/technical documents that required PE approval (from any agency) for processing and construction works as required e.g. NCA registration and approval of documents where necessary.
- Actively participate in the regional progress review meetings
Quality assurance, monitoring and Risk management (25%)
- Ensure all WASH projects are design, planned and budgeted and delivered on time as per the procurement guidelines and their impacts meet or exceed planned outcomes and targets set.
- Coordinate in the development, approval and implementation of water safety plans and disaster risk management plans for water supply projects.
- Support in enterprise risk management activities for all the WASH activities in the Region and develop & implement risk registers and improvement action plans required.
- Support in implementing response plans regarding all financial and operational audit findings of the project’s initiatives, and take the needed measures to prevent such findings from recurring in the future.
- In liaison with the County Government and relevant stakeholders, ensure approval of designs and drawings is obtained from the counties, support in the acquisition of NEMA licenses and the registration of all Projects with NCA as required and ensure full handover of the project and detailed project documents to NO WASH and relevant stakeholders when completed.
- Ensure that business processes, standards and guidelines related to WASH and Construction initiatives are in place, disseminated and effectively implemented and adhered to within the Region.
- Ensure full adherence to the water quality protocol, set impact targets and utilization of the WV WASH procurement guidelines for effective strategy implementation. This to include coordination of the utilization of the water quality testing equipment’s with support from water quality expert.
- Supports Area Programs (AP) and projects WASH staff to monitor timely and appropriate utilization of budgeted resources for all WASH interventions in the region
- Proper and timely supervision of all WASH works including monitoring review reports and inclusion of independent project monitoring and supervision for effective project delivery. This to include monthly reporting to NO WASH team on project implementation for each AP and all other constructions.
- Facilitate regional WASH annual, semi-annual and invited Quarterly review reflection meetings with all sector specific staff from Programmes and Grant projects.
- Coordinate in the development and reviews of the training curriculum for the water user committees for capacity building and learning.
Effective and timely project delivery, reporting and accountability (20%)
- Support and coordinate capacity building of WV staff in WASH, Health and construction activities through training and mentoring;
- Ensure implementation of WASH and Health projects is on time, target and budget across the region
- Collate and share with NO WASH, HEALTH and make a weekly presentation of a monthly tracker for all WASH & Health Projects in their regions detailing the progress made within the month, the anticipated progress in the subsequent week, details on budget utilization, challenges and any support required.
- In liaison with the WASH M&E coordinator and Other National Office WASH, prepare regional quarterly, semi-annual and annual WASH and Construction sector reports as guided by strategy and support office. This to include coordination of Indicator tracking tool (ITT) development and variance explanations, short impact videos, mWater mapping, stories, best practices and budget utilisation.
- Provide technical reviews for all WASH and health sector reports and other key documents
- Provide documentation of WASH & Construction best practices and approaches for donor engagement.
- Support the implementation of approved Rural water management guidelines and other community management models for improved governance and sustainability of World Vision Water supply projects in the region.
- Update or undertake standard designs to match with upcoming market trends and existing regulations where necessary.
- Safe use and management of the regional WASH equipment’s and facilities acquired by WV for strategy support e.g. water quality equipment’s.
- Formation and leading regional WASH technical learning forums and capacity building through community of practice, technical working groups and learning hubs.
Advocacy, Engagement, resource mobilization and Partnership (15%)
- Support WASH and Health Projects and promote advocacy on issues through development of position papers and policy briefs for Advocacy at the County Levels.
- Support WASH staffs at the regional level to successfully engage with key internal and external stakeholders in the respective counties.
- Coordinate WASH and Health fundraising in the region through local, national and international donors working closely with the county government
- Support WASH and Construction Projects to ensure that the key laws, polices, regulations and government service delivery standards in the Health, Nutrition, WASH, Education, and all other Livelihoods and Resilience sub-sectors are shared, interpreting and explained to communities
- Support the WASH Projects to build a Strong evidence for advocacy and advance co-creation of project design with counties to catalyse co-financing and partnership.
- Actively represent World Vision Kenya in strategic WASH and Construction stakeholder forums/meetings at county level as well as at National level when called upon.
- Support the Regional manager in the development of a regional partner/stakeholder engagement plan.
- Support implementing staff to successfully engage with key internal and external stakeholders, including other World Vision Kenya entities, county governments, Community, church and other civil society representatives in order to maximize the impact of interventions
- In collaboration with Resource Acquisition and Management (RAM) department, participate in appropriate donor engagement activities.
People Management (Staff capacity development and performance management) (10%)
- Proper WASH staff supervision and guidance to ensure overall quality assurance, quality control and comprehensive implementation of technical program, and aligning to the required guidelines and WASH business processes.
- In close collaboration with regional P&C and management, ensure right program staff are provided with required opportunities, are supported, mentored and coached for development.
- Facilitate capacity building of staff on technical modules, through trainings, workshops, OJT, technical backstopping etc with support of WASH leadership.
- Setting of technical performance targets of WASH project officers, appraisals and recommendations for improved performance
Any Other
- Support all WASH and Health, Sanitation and Hygiene project officers in planning, implementation, and monitoring of all required health activities as per strategy with the required stakeholders as shall be advised by the Health Technical Lead to enhance full integration of health interventions with other WVK Projects in the Area Program (AP).
- Support any other duty on need basis
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
- Minimum of seven (7) years’ experience with regard to the Engineering project design, tender development, procurement and evaluation, contract management, monitoring and evaluation & reporting on integrated development with bias in WASH projects.
- At least 3 years’ experience at a management or senior position providing technical leadership in WASH and construction activities in the water sector with multiple stakeholders and multi-layered teams.
- Experience in development work, strategic engagements for resource mobilizations and co-creations of projects Proven experience in water supply, improved operational efficiency, GIS, Operation and Maintenance of water project, and implementation of water supply sustainable models for rural water management.
- Experience in Monitoring and Evaluation tools, indicator tracking and reporting and general quality assurance in project implementation.
- Understanding of health programming and community health strategy delivery
- Must be a result orientated leader who can handle a heavy work load as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands.
- Expertise in onsite rural Sanitation and Hygiene works, Water resource management, rangeland management, disaster Risk Management and water safety plans for WASH projects. This includes Water Quality Testing, Monitoring and reporting
- Bachelor’s Degree in Civil Engineering/Water Engineering.
- Registered and current member of EBK and IEK. Professional Engineer (PE) are highly encouraged to apply as this will be an added advantage.
- Master’s degree in a relevant profession highly recommended as added advantage
- Good experience in construction contract project design and management – FIDIC and CESMM understanding.
- Excellent English communication skills (both oral and written).
- Knowledge and application of auto/arch CAD, Epanet and GIS
- Excellent computer skills, including proficiency in MS Office and Microsoft Outlook
- Ability to take initiative as team leader & able to work with minimum supervision
- Experience working at community level; community engagement skills
Community Mobilizer – THRIVE Project
Key Responsibilities:
30% – Project planning and implementation
- Coordinate effective and timely implementation of all interventions outlined under Local Value Chain development and any other related and cross cutting programme activities in the project.
- Participate in the preparation of overall work plan and budget as well as develop activity plans and budgets for technical support of local value chain development interventions
- Participate in developing different levels of progress report (weekly updates, situational reports, quarterly, semi-annual and annual reports)
- Supporting Project Quality Assurance (PQA) through organizing and supporting monitoring visits on L&R interventions.
- Collaborate with relevant ministries and other relevant partners at the County and community levels to ensure integration and high level implementation the planned Local Value Chain activities
- Work closely with relevant authorities to ensure all economic recovery and market systems interventions deployed in the communities are in alignment with L&R in emergency Standards
- Work together with other staff/ to ensure that key trainings meets the standard required to facilitate, provide knowledge and reinforcement of desired L&R behaviour and practices.
- Ensure that business processes, standards and guidelines related to Livelihood & resilience initiatives are effectively applied in project implementation.
- Make technical input into the planning and design of project specific operational researches, including baseline and end line evaluation, post distribution monitoring related to L&R.
- Conduct continuous activity and budget analysis to ensure adherence to the approved work, budget and procurement plans.
35% – Technical support
- Work with communities and relevant stakeholders to identify key on-farm and off farm value chains to support
- Support project market research on viable value chains
- Ensure the target communities are mobilized and participate in the identified Local Value Chain Interventions
- In consultation with other staff, government and partners sensitize and mobilize the communities to form Project Implementation units, producer groups
- Support produce aggregation and marketing activities of the project
- Work with Project Officer, local stakeholders and leaders to identify community champions/resource persons for LVCD, Empowered World View and Digitization of farmer records
- In consultation with other staff develop capacity assessment tools for producer groups and develop a capacity development plan
- Facilitate the capacity building of the partners and farmer groups on LVCD activities (Climate Smart Agriculture, Entrepreneurship, post-harvest management and value addition, transformational leadership)
- Facilitate linkages of the savings groups to FAST product to enhance their performance
- Ensure cross cutting themes are integrated into LVCD interventions
- Provide technical support and timely feedback to the Project Manager on the LVCD interventions outlined in the THRIVE project.
- Organize meetings with key local value chain actors and farmers to forge effective support of the LVCD interventions
- Ensure adult and child safeguarding during the implementation of the planned interventions
20% – Quality assurance -Monitoring, Reporting, evaluation and Documentation
- Ensure the community champions (LVCD, EWV and S4T) have necessary monitoring tools and are trained on the same
- Develop project monitoring and reporting schedules in collaboration with the various stakeholders
- Work with the community champions/facilitators to continuously train, monitor and mentor the performance of producer groups along identified value chains
- Clean and Collate project performance data and ensure it is keyed into the relevant Monitoring Information System (MIS) on a monthly basis
- Prepare weekly updates, monthly, quarterly, bi-annual and annual progress reports
- Documentation of key lessons learnt and successes stories from the target farmers
- Continuously track progress of planned activities and outputs in the detailed implementation plan to ensure timely and quality implementation of plans
- Support Monitoring and evaluation of THRIVE activities in coordination with M&E and relevant stakeholders.
- Support farmer records digitization process and performance tracking in collaboration with community resource persons and relevant private actors
- Together with farmers, partners, conduct regular reflection and learning events
- Support the project data collection during baseline, end line, market assessments and post distribution assessments
10% – Strategic Engagement, Partnership and Networking
- Represent World Vision in key L&R stakeholder forum/meetings and relevant networl‹s at the Ward, Sub-County and County levels.
- Facilitates linkages of the farmers groups to micro-finance institutions and skills development institutions
- Strengthen partnerships with the county government and other partners for effective support and capacity development of the farmers for sustainability
5% – Others
- Any other duties as assigned by the Supervisor
QUALIFICATIONS, SKILLS AND EXPERIENCE
- The jobholder must have a minimum of a Diploma certificate in agriculture/Agricultural economics/ Developmental Studies or equivalent from a recognized institution.
- Minimum of two years’ experience working with communities in either relief or development Livelihood and Resilience/Food security projects
- Excellent English communication skills (both oral and written) with a good uunderstanding the local dialect and context
- Excellent computer skills, including proficiency in MS Office and Lotus Notes (or another main email system such as Microsoft Outlook)
- A team player, capable of building the community capacity in economic recovery aspects
- Ability to take initiative, a team leader able to work with minimum supervision
- Cross-cultural sensitivity and emotional maturity
- Ability to maintain performance expectations in diverse cultural contexts
- Understanding and demonstrated commitment to the importance of gender and other key issues in Economic empowerment
- Able to ride a motorbike with a valid license.
