Grants Accountant
Job Description:
This position is critical to the finance department of the organization. The grant accountant is the primary point of contact when it comes to providing technical support in Grant Accounting and ensuring compliance to Grants regulations and relevant financial policies. This individual will provide support to various projects including budgeting, reporting and risk management, ensuring that terms and conditions of the grants are met. The candidate will have good collaboration, computer and analysis skills.
MAJOR RESPONSIBILITES
Financial Reporting and Accountability
- Prepare financial reports in compliance with donor requirements and World Vision policy and ensure timeliness and accuracy.
- Provide leading role in ensuring Labor Distribution reports/Timesheets are prepared every month by relevant staff.
- Provide timely response to queries arising from financial reports.
- Advise project managers on grant financial reports and tackle any outstanding issues in a timely manner.
- Participate in preparation of Quarterly Financial reports and financial analysis to the various stakeholders.
- Conduct end-year Account 325 and 180 reconciliations to ensure accurate balances are reported and year end entries are accurate
- Ensure Income and expenses are accurately allocated to Support offices by conducting monthly reconciliation of Sun Systems and Financial report Funding Source (T4) balances.
- Ensure timely submission of Settlement Advice (SAs) to Support Offices for income received from WFP and ensure the entries are properly booked in SunSystems.
- Prepare monthly reconciliation of CSS uploaded vs PBAS commitments.
Budget Management and Control
- Ensure budget control by adequately checking all costs that are chargeable to grants are reported.
- Prepare fully coded project budgets for financial reporting.
- Participate in grants proposal development and extensions, by providing technical support in development of grant budgets that are in line with effective implementation of grants, donor requirements and World Vision policy.
- Ensure spending is within the budget limit to control overspending within projects
- Review Field Financial Documents/Sub-grantee documents regularly to ascertain the level of internal controls in the financial process.
- Update Horizon database and Post Budgets in World Vision Financial System (SUN) in a timely manner and as per WV guidelines.
- Continuously monitor budget commitments for projects and advise Project Manager on any significant occurrences.
Policy Management and Internal Controls
- Monitor grant periods and ensure that grant phase out financial requirements are adequately met and grants are smoothly phased out.
- Review all payments related to grants to ensure they are within the policy, adhere to internal control standards and donor requirements.
- Sub-grantee monitoring.
Risk Management
- Ensure audit process runs smoothly by providing accurate information in a timely manner and that there are no questioned costs/Qualified reports
- Ensure Grants finance issues picked during the audit and recommendations thereof are implemented as per policy.
- Continuously review the grants finance risk register and mitigating controls to ensure that emerging risks are being addressed.
- Contribute towards the effort of creating awareness to implementing staff/partners on grants regulations through training, meetings and monitoring.
Record Keeping
- Ensure Grant Accounting records and their completeness.
- In line with World Vision policy, timely upload of Financial and Audit reports in the FFR database.
- Maintain correspondences with relevant stakeholders
- Update the resource centre (BOX) as required and with new information.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
- Minimum of 4 years’ experience in a NGO.
- Experience should include proposal budget development, financial reporting and post award management. A good understanding of the full life cycle of a grant.
- Detailed knowledge of USAID regulations (2 CFR 200), EU, UN , DFAT, FAO, DRA, Irish Aid, GFFO, BMZ and GAC regulations.
- Experience in sub-grantee management and capacity building
- Understanding of US GAAP
- Advanced excel and analytical skills (Dashboard reporting, Power BI)
- Computer software skills like Sun Systems is highly preferred.
- Knowledge of the Somalia context is an added advantage.
Required Education, training, license, registration, and certification
- Holder of a Bachelor’s degree (Accounts or Finance)
- Qualified Accountant-Minimum CPA/ACCA Part3 (finalist)
- Proficiency in Computer applications (Excel, Sun systems, Word etc)

Communications Officer – Climate Asset Management (Restore Africa Programme)
Key Responsibilities:
Content Development: Production of Communications resources for Restore Africa
- Produce high quality (web-based, electronic, print, photo and video) content for effective Global Evergreening Alliance and public engagement. Compelling child focused, and issues-oriented fundraising, advocacy and publicity materials
- Produce content that engages broad audiences and enables supporter transformation, staff engagement, and advocacy and revenue generation.
- Develop and maintain media contacts and pitch Restore Africa content and position Restore Africa in influential media outlets in the national and global levels.
- Produce for Partnership communications and marketing for Environment and Climate Action related issues.
- Prepare written project Information Education and Communication materials and other communications products for Restore Africa, World Vision Australia and Government of Kenya.
- Develop and publish digital content on Restore Africa across World Vision Kenya digital platforms
- Identify story concepts, host and accompany donors, support offices on VIP visits
- Contribute articles, stories, blog and any other information on Restore Africa on to the integrated WV Kenya website
Planning and Capacity Building
- Provide communications advice including crafting of relevant messages and use of the right media
- Create relationships and connections utilizing various channels for information sharing, learning, influence to help shape and advance the communications agenda
- Develop strategic solutions to given communications challenges.
- Conceptualization of video productions with National Office -based Videographer;
- Facilitate training on communications for development skills for Restore Africa Staff and Consortium members.
- Train and position approved media spokespersons to respond to media inquiries and achieve positive coverage for Restore Africa and World Vision Kenya.
- Support the Resource Acquisition and Management (RAM) team by producing communication resources/materials for marketing of Restore Africa
Learning, Documentation and Quality Assurance
- Document successful stories/case studies and best practices, and share these during learning/knowledge management events
- In consultation with Monitoring Evaluation Accountability and Learning and coordination with World Vision Kenya Program Director organize learning and knowledge sharing events
- Review project publications and external marketing engagement materials for alignment to World Vision International quality and brand.
- Ensure compliance to the Code of Engagement, maximizing positive impact for all stake holders
- Provide timely and quality project reports as required
Others
- Lead and participate in daily devotions and other organizational meetings as required and
- Any other duties as assigned by Supervisor or designee
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
- Minimum Bachelor’s degree in Communications/Journalism or other relevant training from a recognized university;
- Minimum four (4) year’s professional experience in communications, journalism or public relations
- Experience in writing/communication of Natural Resource Management / Environment and Climate Change (ECC) and other Livelihoods & Resilience Initiatives will be preferred.
- Must be a self-starter with proven analytical, problem solving skills and ability to work with minimum supervision;
- Thorough knowledge of the communication and media industry with strong media links;
- Proven experience in social media engagement.
- Ability to achieve results working in a multi-cultural organization, including leveraging differences and addressing diversity issues for improved team effectiveness;

Project Officer – Nutrition
Key Responsibilities:
Programmatic and technical Implementation for nutrition projects
- Ensure all malnourished children, pregnant and lactating women are identified, admitted and discharged from IMAM programs as per national Integrated Management of Acute Malnutrition (IMAM) guidelines
- Support the communities to identify Nutrition gaps and develop community led solutions during implementation of NICHE project
- Provide technical support to the Ministry of Health staff to be able to implement BFCI, IMAM Surge and Family MUAC models at both County and Sub County level.
- Work closely with community Health promoters to mobilize communities to participate in nutrition project interventions
- Strengthening of community structures to ensure they receive appropriate health and nutrition services.
- Support Community health promoters to conduct household nutrition counselling for project beneficiaries at community level.
- Ensure effective integration of gender, child protection, disability, Christian commitment and advocacy into nutrition specific and nutrition sensitive interventions.
- Integration of nutrition into livelihood interventions to ensure food security at household level.
- In liaison with project accountant ensure monthly tracking of project expenditure and manage work plans and budgets.
Quality assurance for programmatic Designs, Assessments, Monitoring and Evaluation processes
- Develop quality reports: weekly situation reports, monthly reports and quarterly reports as per WV and/donor(s) reporting guidelines
- In liaison with other project partners and MoH develop monitoring plan, analyze nutrition information from health information system and other sources to understand trends for timely decision making
- Document success stories, and best practices to demonstrate the impact created by WVK from the project implementation
- Monitor project implementation levels and report progress, impact and best practices.
- Work with M&E officer to develop ToRs for various activities that require external support and identify specific data requirements.
- Support MOH monitoring to ensure strengthened health systems and accurate reporting in the KHIS.
- Ensure timely analysis of monitoring data and dissemination to key stakeholders for management decision making.
- Support the implementation of processes to ensure quality of existing project data, and information collection.
- Ensure the project is compliant to the Humanitarian accountability requirements.
- Ensure Project alignment to the donor requirements and support office evaluation protocols and methodological tools.
Advocacy, Engagement, Networking & Partnerships & Resource Acquisition
- Represent WVK in nutrition stakeholder meetings county and/or sub-county levels.
- Participate in advocacy activities to ensure resource allocation to nutrition by county governments.
- Engaging with MoH at County & Sub-County level to influence resource allocation nutrition
- Identify potential areas for fundraising and provide information to inform fund raising initiatives for health and nutrition, education, gender, child protection and disability at all levels

Enhanced Empowerment, Documentation & Capacity Development
- Ensure capacity Building of government officers, community members and CBOs to enable them effectively manage and sustain Health and Nutrition interventions.
- Conduct training and sensitization of health facility staff and Community Health Promoters on BFCI, MIYCN, IMAM, Family and micronutrients supplementation.
- Support the Sub-County and County nutrition officers to conduct community Training and follow ups for community units.
- Ensure continuous learning and documentation of lessons learnt and best practices for program design, monitoring and evaluation frameworks related to emergency response.
- Coordinate the sharing of learning related to MEAL practices across offices and provide support when internal/external reviews, evaluations, and lessons learned exercises should be employed.
- Support the development of project case studies, human interest stories, documentaries and other related materials.
- In collaboration with M&E officers document lessons learnt and reports (printed, visual) and published for sharing with the donor and other partners and proactively share information and learning with internal and external stakeholders.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
- Must have a minimum of a Minimum of Bachelor degree in Nutrition, or the equivalent from a recognized University
- At least three years working experience of which two should be in maternal infant and young child nutrition and Nutrition Sensitive interventions.
- Good understanding of Ministry of health systems, Nutrition programming models, standards and guidelines, Ministries of Health structures at county and national levels
- Familiarity of national Health and Nutrition policy and advocacy instruments and structures
- First-hand experience in Health and Nutrition community resilience programming
- Significant experience working with an NGO environment, community and people’s groups, state institutions etc.
- Familiarity with gender inclusion in community interventions. Good analytical skills with appropriate attention to detail

Project Officer-Accountability, Monitoring and Evaluation
Key Responsibilities:
Project Planning and development
- With the support of the project manager, ensure proper planning, implementation, monitoring and evaluation of the project interventions in the project areas.
- Take the lead in the design and implementation of a MEAL plan to track delivery against project objectives.
- Effecting internal reporting schedules & templates in close liaison with the PMU, with a particular focus on checking log frames and ensuring indicators are aligned with the project indicators.
- Review and update log frames, M&E Plans, Project indicators, periodic targets, and detailed implementation plans.
- Support the development of a clear and implementable work breakdown structure for respective activities.
- Develop and continuously review project plans and budgets
- In liaison with the GIS Officer, support the identification and documentation of the project geographical coverage and produce an RS/GIS activity /Project map.
- Participate in the development/review of data collection tools and guidelines for analysis and reporting, focusing on establishing Output and outcome Tracking, systemically checking data for quality, accuracy, and consistency, and providing feedback as necessary.
- Develop an appropriate accountability framework for the project.
Project Assessment, Monitoring, Reporting & Evaluation
- Support the project Monthly, Quarterly, Semi-Annual and Annual Reporting as per the WASH Business Plan and the project requirements.
- Support development of ToR’s for surveys or assessments in collaboration with other project teams and identify specific data requirements.
- Provide technical support in carrying out baseline assessments, midterm reviews and end-of-project evaluations across WASH APs and projects.
- Develop and execute joint monitoring plans and schedules
- Provide technical support in implementing/mainstreaming the project M&E system to the existing M&E system in WVK.
- Monitor KRAPID+ program implementation levels and report progress.
- Take charge of data collation, analysis, synthesis and updating the monitoring matrix and other monitoring tools in place based on findings to inform project management and decision making.
- Use processed output level quality benchmarks as a reference to undertake field monitoring visits, focusing on project quality aspects.
- Ensure timely analysis of monitoring data and dissemination to key stakeholders for management decision making.
- Follow up with project teams on project quality improvement action plans. Ensure action points are followed up and relevant measures taken and incorporated into programming.
- Support development and quality review of reports and ensure alignment with LEAP and donor standards.
- Timely submission of project reports as per the donor requirements.
- Store collected data securely as per policies relating to data protection protocols.
- Disseminate all project information related to M&E to staff and partners.
- Ensure Project alignment with the donors and support office evaluation protocols and methodological tools.
- Document and disseminate lessons learnt and best practices on completed project initiatives
Database Management
- Provide MIS content/requirements and feedback to the project team and document progress on indicators/achievement of targets (Logical Framework Approach – LFA) using Indicator Tracking Tables (ITT/ WASH Business plans) as per project indicators.
- Track project indicators of strategic relevance from secondary and primary data, with partners and communities and update the database.
- Maintain a tracking system for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate.
- Take the lead in the analysis of data collected under the monitoring framework for assessment of progress and areas for improvement.
- Support remote sensing and GIS Mapping of Program activities, Outputs and Beneficiaries in the project area.
- Ensure the appropriate use of information management systems in compliance with WV Kenya, GoK, and in line with partnership agreements.
- Provide support in the maintenance of a comprehensive and updated database for the KRAPID+ Project.
- Ensure adherence to data quality standards at all stages of data and database management.
Networking, Collaboration and Engagement.
- Coordinate with external stakeholders including, but not limited to, academia, NGOs, Government, and Private Sector in order to advance learning in the project.
- Link with partners (Other NGOs, County government and Faith Based Organizations, in mapping facilities integrated with the project in areas of focus.
Learning, Documentation & Capacity Development
- Organize and coordinate project reflection and learning sessions in conjunction with other grant staff and project partners.
- Ensure that lessons learnt and reports are continuously documented (printed, visual) and published for sharing with the donor and other partners and proactively share information and learning with internal and external stakeholders.
- Develop capacity building plans and support WV staff and partners in building their capacity in M&E.
Other Duties
- Provide MEAL support to other WASH and related tasks as assigned by the supervisor.

KNOWLEDGE, SKILLS & ABILITIES FOR THE ROLE
- Must have a minimum of a Bachelor’s degree in Social sciences, Monitoring and Evaluation or Project Planning and Management, Statistics or related discipline from a recognized University.
- Minimum 2 years practical experience in M&E system coordination / implementation in a large international non-governmental organization or other international relief/development body;
- Experience in working on donor funded programs is an added advantage.
- Background of implementing effective M&E systems and/or accountability mechanisms
- Proven technical ability around M&E (i.e. experience in Data collection using the Open data kit plat form and other mobile based applications, ability to conduct data analysis and interpretation)
- Demonstrable track-record in data tracking and evaluation, with the ability to support staff and partners on M&E methodology and analyze and disseminate information to a range of stakeholder audiences internally and externally;
- Well-developed research, analytical (qualitative and quantitative), documentation, report-writing and strategic planning skills, with particular competency in participatory research methods;
- Computer literacy, particularly in Word, Excel, and PowerPoint;
- Working knowledge of data/statistical programmes e.g. SPSS, Stata etc
- Some certification in M&E and in conducting assessments/ rapid assessments or equivalent
