Deputy Manager, Supply Chain
JOB DESCRIPTION
Duties and Responsibilities at this level entails:
- Participate in the development, implementation, and review of supply chain management policies, strategies, and programs;
- Ensuring compliance with the Public Procurement and Asset Disposal Act 2015 and government regulations related to supply chain management activities;
- Ensuring timely submission of quarterly reports to the National Treasury and Public Procurement Regulatory Authority (PPRA);
- Ensuring efficient procurement of goods, services and works;
- Coordinating preparation of procurement plans in accordance with the budget process;
- Evaluating suppliers and contractor’s performance;
- Ensuring prudent and timely execution of contracts;
- Coordinating processing of tenders, market surveys and research;
- Managing pre-qualification of suppliers, inventory and stock control;
- Ensuring compliance with re-order levels for various items;
- Overseeing preparation of supplies expenditure estimates;
- Overseeing disposal of stores and automation of procurement processes;
- Ensuring adherence to quality standards;
- Reviewing tenders and contract documents;
- Maintaining and updating supplier data base;
- Participating in planning for supplies and procurement needs of the hospital;
- Coordinating development of supply chain management strategic plans;
- Training users on compliance with established procurement regulations and policies; and
- Interpreting procurement policies.
JOB SPECIFICATIONS
For appointment at this grade, an officer must have:
- A minimum period of eight (8) years relevant work at least four (4) years’ experience in a supervisory position.
- Bachelor’s degree in any of the following; Supply Chain Management, Commerce (Supplies Management option), Procurement or its equivalent qualification from a recognized institution.
- Master’s degree in any of the following disciplines; Supplies Chain Management, Commerce (Supplies Management option), Procurement or its equivalent qualification from a recognized institution.
- Leadership/Management Course lasting not less than four (4) weeks form a recognized institution.
- Membership in good standing to Kenya Institute of supplies Management (KISM) or Chartered Institute of Purchasing and Supplies (CIPS).
- Valid 2024 Practicing License.
- Proficiency in computer applications.
- Fulfilled the requirements of Chapter Six (6) of the Constitution Kenya, 2010.
- Demonstrated professional Competencies and administrative capability.

Manager, Supply Chain
JOB DESCRIPTION
Duties and Responsibilities at this level entails:
- Interpreting laws, statutes and ensuring adherence to the Procurement and Disposal act, 2005.
- Ensuring compliance with the Public Procurement and Asset Disposal Act 2015 and government regulations related to supply chain management activities;
- Overseeing the development, implementation, and review of supply chain management policies, strategies, and programs;
- Initiating measures to ensure integrity and application of high professional supply chain management standards and guidelines;
- Overseeing market surveys and research;
- Reviewing internal procurement and inventory manuals;
- Drawing plans to integrate e-procurement in hospital operations;
- Responsible for the overall strategy and execution of the supply chain management function as well as the planning and directing of activities and operations of the business;
- Identifying and driving continuous improvement opportunities to streamline processes and improve accuracy and efficiency within operations;
- Developing, implementing and sustaining a production planning system to ensure on-time in full delivery to our customers;
- Managing current and long-term forecast projections to drive production and inventory planning goals;
- Developing effective communication and processes with the transportation and logistics vendors;
- Evaluating suppliers and contractor’s performance;
- Identifying opportunities for the achievement of cost savings through procurement and supply chain management;
- Maintaining awareness of supplier non-compliance/performance to plans and service levels, taking timely remedial action and intervening as appropriate through a structured contract management programme;
- Devising and ensuring implementation of effective risk management strategies;
- Providing technical advice during negotiations on strategically significant contracts;
- Monitoring and evaluating performance of supply chain management systems;
- Promoting effective management with suppliers to sustain value throughout contracts;
- Maintaining database of approved sources of supplies and researching into new and alternative sources;
- Authorizing disposal of inventory and other assets;
- Coordinating development of supply chain management strategic plans;
- Training users on compliance with established procurement regulations and policies; a
- Coordinating activities of tender, procurement, inspection and receipt and disposal committees;
- Developing strategies to improve supplier performance in terms of on time delivery, and quality specifications,
- Preparing and filing statutory reports to/and from the Public Procurement Oversight Authority (PPOA);
- Ensuring approval of procurement documents;
- Preparing bid awards for the Board’s approval;
- Planning, compiling and preparing procurement budgets for the hospital; and
- Developing performance improvement strategies and capacity building for the staff.
JOB SPECIFICATIONS
For appointment to this grade, an officer must have:
- A minimum period of eight (8) years relevant work at least five (5) years’ experience in senior management level in a reputable Institution.
- Bachelor’s degree in any of the following; Supply Chain Management, Commerce (Supplies Management option), Procurement or its equivalent qualification from a recognized institution.
- Master’s degree in any of the following discipline; Supplies Chain Management, Commerce (Supplies Management option), Procurement or its equivalent qualification from a recognized institution.
- Senior Management course lasting not less than four (4) weeks from a recognized institution or its equivalent.
- Membership in good standing to Kenya Institute of supplies Management (KISM) or Chartered Institute of Purchasing and Supplies (CIPS).
- Valid 2024 Practicing License.
- Proficiency in computer applications.
- Fulfilling the requirements of Chapter Six (6) of the Constitution of Kenya, 2010.
