University Librarian – Scale 15 (XV) – 1 Post

- The University Librarian shall, under the general direction of the Deputy Vice-Chancellor for Academic Affairs, Research, Extension & Student Affairs, be in charge of the management and provision of University Library Services,
Duties and Responsibilities
- Management of Library services in the University;
- Formulation and implementation of Library policies and regulations;
- Formulation of Library strategic plans and implementation of work plans;
- Budget preparation and harmonization for Library services;
- Coordination of Information Literacy;
- Promoting linkages with Library stakeholders;
- Development of the Library procurement plan;
- Participating in the procurement of information materials and library equipment in liaison with the Procurement Department;
- Ensuring current and relevant information materials are provided to users;
- Evaluation of Library services, stocktaking and weeding;
- Maintaining Library inventory;
- Custodian of Library equipment and facilities;
- Performance appraisal of staff in the Library;
- Advising on training and professional improvement for Library staff; and
- Performing any other duties as may be assigned from time to time.
Requirements for direct appointment
For appointment to this position, a candidate must:
- Be a holder of an earned Doctorate degree in Library and Information Sciences or related field from a recognized University;
- Have ten (10) years administrative experience four (4) of which should be as a Deputy University Librarian or equivalent post;
- Have published at least three (3) Articles in Peer Reviewed Journals;
- Demonstrate knowledge and competencies in the management of University Library Services;
- Be a member of a recognized professional association for Librarians, Kenya Library Association (KLA), Library Association (LA) or American Library Association (ALA) and in good standing; and
- Meet any other requirements as may be set by Council.
- A certificate in a strategic leadership or management course of not less than Jour (4)
- Weeks’ duration from a recognized institution will be an added advantage.
Requirements for Serving Officers
For appointment to this position, an officer must:
- Be a holder of an earned Doctorate degree in Library and Information Sciences or related field from a recognized University;
- Have ten (10) years administrative experience three (3) of which should be as a Deputy University Librarian or equivalent post;
- Have published at least three (3) Articles in Peer Reviewed Journals;
- Demonstrate knowledge and competencies in the management of University Library Services;

- Meet any other requirements as may be set by Council.

Software Developer – Scale 9/10 (IX/X) – 2 Posts

Duties and Responsibilities
- Engage in full stack development and continual improvement of the university learning management system;
- Build server-side applications including databases, and the operating system;
- Develop User Requirement Analysis (URA) documents for new developments or according to the users’ requirements and mapping of the same to the software and/or database component;
- Perform the necessary technical design and development functionality to ensure that business application systems can be effectively developed and implemented;
- Design and development of front-end tier(s), middle tier(s), and/or back-end database tier(s) for business application;
- Configure and/or customize business applications to meet business requirements using various database and software tools;
- Make improvements to, and offer inputs on the existing software;
- Create software testing environments and carrying out test procedures using defined use cases:
- Assist in presentations of system functionality to new users and departments;
- Drive systems adoption by learner users;
- Work directly with the IT support teams to resolve issues identified and escalated during daily operations;
- Investigate issues/bugs with the software and work on resolving the issues;
- Develop and provide reports and documentation of the new software version and changes;
- Research and provide input on design approach, performance and base functionality improvements for various procedures and applications;
- Review user requirements documents to ensure that requirements are testable;
- Develop test plans, test cases, test scripts and test reports on multiple projects of varying size; and :
- Design, develop and operate automated software build, packaging, testing and deployment tools
- To ensure predictable and repeatable software migration from development to test and eventually production environments – Continuous Integration (CI) and Continuous Delivery
For appointment to this’position, a candidate must:
- Have a Bachelor’s degree in Computer Science, Software Engineering, Computer Technology or a related discipline from an accredited/recognized institution;
- Have three (3) years’ experience in Grade 9 or comparable position;
- Possess experience as a software developer and programmer for systems used in university setting with a proven track record of exemplary performance;
- Possess at least five (5) years’ experience with any modern programming tools/platforms e.g. PHP, NET, JavaScript, Java, Post qualification etc;
- Have demonstrable experience with Oracle, MSSQL, MySQL/MariaDB, SQLite and PostgreSQL databases and database abstraction tools e.g. ADO.NET, ORM, LINQ to SQL etc;
- Be knowledgeable on systems integrations using both RESTful and SOAP based APIs;
- Be a member of a relevant professional body; and
- Have Certification in CCNA, A+, working experience with University systems.
- Possession of relevant additional qualifications will be an added advantage.

Multimedia Developer – Scale 9/10 (IX/X) – 2 Posts

Duties and Responsibilities
- Production of multimedia digital assets to support online learning;
- Production of multimedia animations across various formats;
- Design appropriate media to support lecturers teaching online;
- Develop derivative products such as social media infographics, GIFs, and banners;
- Assist with digital retouching and image production;
- Select appropriate layouts for products in coordination with the university’s corporate communications team;
- Provide proofs to ensure product quality prior to printing and/or publication;
- Ensure the communication materials produced have the desired impact on the target audience;
- Ensure materials compliance with 508 compliance requirements for visually impaired readership;
- Develop publication layouts for online-friendly format(s);
- Liaise with printing services to ensure high quality printing of above mentioned publications: and
- Other graphic design support as needed.

- Have a Bachelor’s degree in Education or Information Science, with strong showing in Educational Technology, Media practical and Computer use;
- Have experience in conducting trainings on social media content development;
- Have knowledge of graphic fundamentals, typography, print, layouts, and web design; and
- Have experience with Adobe Photoshop, Illustrator, Sketch, InDesign, and other design software.

Elearning Designer – Scale 9/10 (IX/X) – 2 Posts

- Organize prepared curriculum into a structure that enhances learning and attainment of learning outcomes at all levels;
- Work with course lecturers to interpret learning outcomes;
- Organize learning outcomes, aligning them with content and assessment tasks; to provide innovative, proactive, and effective e-learning materials on any popular internet-based learning platform; and
- Ensure e-learning content is interactive and beneficial to learners.
For appointment to this position, a candidate must:
- Have a Bachelor’s degree in Education or Instructional Design, with a strong showing in Computer, Education Technology and Curriculum Development; and
- Have deep knowledge of different learning models;
- Experience in working in instruction related jobs will be an added advantage.
Key competencies
- Experience of creating engaging interactive eLearning for a learning management system (LMS);
