Duties and Responsibilities

  • This is the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer and will be assigned duties and responsibilities in any of the following functional areas:

Standards and Licensing Function

  • Collecting and collating data on radiation and nuclear regulatory standards:
  • Maintaining a register of regulatory standards, protocols, procedures, guidelines manuals and implementation of regulations and standards on radiation and nuclear matters.
  • Collecting and collating data on licensing, certification and transport of radioactive and nuclear materials for dissemination of information;
  • Implementing and maintaining licensing control systems;
  • Conducting safety evaluation reviews of radiation and nuclear sources and devices; and
  • Receiving and assessing the completed license and certificate applications.

Compliance & Enforcement Function

  • Collecting and compiling data on compliance for dissemination of information:
  • Maintaining and updating the compliance control systems;
  • Keying in compliance data into the regulatory authority information system (RAIS);
  • Undertaking compliance checks on radiation devices, radioactive materials, nuclear facilities and sites; and
  • Implementing an alternative dispute resolution program.
  • Enforcing nuclear and radiation regulatory requirements, standards, policies, guidelines, protocols and legislations so as to provide for the protection of persons, property and the environment against the harmful effects of radiation;
  • Recording statements on nuclear and radiation related enforcement actions.

Nuclear Safety and Safeguards

  • Development and maintenance of national nuclear alarm assessment procedures;
  • Preparing data on nuclear safety assurance measures;
  • Assessing adequacy of nuclear safety measures;
  • Assisting in the provision of Secretariat services to the EU CBRN Center of Excellence for ECA Region; and
  • Development and review of national Emergency CBRN Response.

Nuclear Security and Protection

  • Development of guidelines and standards for physical security of nuclear and other radioactive materials;
  • Ensuring the implementation of rapid and comprehensive measures to locate and, where appropriate, recover missing or stolen nuclear material;
  • Development and implementation of escorting procedures for nuclear and other radioactive elements
  • Reviewing contingency plans for physical protection of nuclear and other radioactive materials;
  • Reviewing plans for protecting the confidentiality of information;
  • Coordinate activities to be carried out in collaboration with national intelligence gathering institutions to define the design basis threat for the NPP.
  • Check the assessment of the facility’s characteristics used to design the physical protection system, ensuring that no measures are detrimental to nuclear and radiation safety;
  • Ensure that the passive components of the physical protection system include deterrents, obstructions of access and means of delaying the entry and escape of intruders;
  • Check that the information contained in the physical protection system, including its specifications, is covered by an appropriate classification system;
  • Assess the physical protection measures envisaged for the domestic transport, import and export of nuclear and other radioactive materials;
  • Implement a regular inspection programme to verify compliance with the physical protection conditions established in the license in force;
  • Participate in the drafting of physical protection standards, as an expert in the field; and
  • Periodically check on the facility’s design to determine any threat and any revisions to the physical protection system that are deemed necessary.

Nuclear Laboratory Analyst

  • Compiling and uploading data into the national dose register for occupationally exposed personnel;

  • Receiving and documenting samples for forensic analysis;
  • Sampling, analyzing, and maintaining inventory of radioactivity of all radioactive or potentially radioactive source terms onsite and offsite of a facility;
  • Conducting personal dosimetry; and
  • Installing, operating and adjusting radiation detection equipment and instrumentation.

Principal Laboratory Technologist

For appointment to this grade, an officer must have: –

  • A minimum period of eight (8) years relevant work experience, three (3) years of which must have been in a supervisory role;
  • Diploma any of the following fields: – Analytical Chemistry, Applied Chemistry, Forensic Science, Instrumentation and Control Engineering, Electronics and Electrical Engineering or any other relevant and equivalent qualification from a recognized institution;
  • Supervisory course lasting not less than two (2) weeks from a recognized institution;
  • Registration by a relevant and recognized regulatory body where it is applicable;
  • Proficiency in computer applications;
  • Fulfilled the requirements of Chapter Six (6) of the Constitution.

Duties and Responsibilities

  • Identifying objects contaminated by exposure to radiation, such as trash, workers’ clothing, and discarded tools and equipment;
  • Implementing, and testing systems and procedures to reduce volume and disposal of nuclear waste materials and contaminated objects;
  • Analyzing and keeping custody of samples for nuclear forensics, food, consumer products and effluents;
  • Undertaking leak tests on laboratory radioactive sources and equipment;
  • Carrying out preventive and corrective maintenance of radiation detection equipment and instrumentation;
  • Calibrating, operating and maintaining laboratory instrumentation, field instrumentation, and fixed monitoring systems;
  • Demonstrating the appropriate use of radiation detection equipment and instrumentation;
  • Maintaining a log of radiation detection equipment and instrumentation; and
  • Keeping records of radiation sources, dose exposures, and unusual occurrences.

Principal Internal Auditor
