Financial Accountant

The Role:

The financial accountant will be the primary point of contact when it comes to providing technical support in Financial Accounting and Accounts Payables ensuring compliance to Grants regulations and relevant financial policies. S/he will provide support to various projects including Accounts payables reporting and risk management, ensuring that terms and conditions of the World Vision financial policies are met. The candidate will be required to have good collaboration, computer and analysis skills.

Key Responsibilities:

Accounts Payables Management.

  • Will ensure proper management practices over payments or disbursements by World Vision to all types of vendors – consultants, government offices if applicable, employees, suppliers and partners.
  • Will ensure proper payments or disbursement management and will also support the production of accurate, reliable and timely information used for financial decisions and timely implementation of projects.

Financial Reporting and Analysis.

  • Ensure financial reports represent a true and fair view of the organization financial status.
  • Ensure the management relies in the accuracy and timely provision of these reports for decision making.

Funding and Treasury Management.

  • Ensure that sufficient funds are available to cater for the office’s cash needs and field locations are facilitated with cash transfers for their activities.

Risk Management. Employee Expense Management

  • Ensure timely availability of funds to staff to facilitate them in the implementation of their day-to-day duties.

Essential:

  • Bachelor of Commerce, Economics, Accounting or Finance, Business management/ Administration or related degree
  • Minimum Certified Public Accountant (CPA/ACCA) Part II. CPAK is an added advantage.
  • Minimum of 4 years’ experience in finance/ Accounting in an INGO or Corporate organization
  • Ability to work in a multi-cultural team with an empowering and outcome-oriented approach.

Technical Support in Project Planning and Design

  • Take lead in the design and implementation of a monitoring framework to track delivery against project objectives.
  • Developing internal reporting schedules & templates, clarifying what level of information is needed and where, with key responsibilities assigned, and reviewing proposals, with a particular focus on checking log frames and ensuring indicators are SMART
  • Review and update log frames, M&E Plans, Project indicators and periodic targets and detailed implementation plans.
  • Support in development of clear and implementable work break down structure for respective activities
  • Participating in the development of tools and guidelines for data collection, collation and reporting, with a focus on establishing Output and outcome Tracking, systemically checking data for quality, accuracy, and consistency, and providing feedback as necessary;
  • Contribute to the design of MEAL methodology and child-focused indicators by the project team, and to the promotion of child participation in M&E planning and accountability.
  • Provide support and participate in project design (assessments baseline surveys)

Project Assessment, Monitoring, Reporting & Evaluation

  • Provide technical support in implementing/mainstreaming the project M&E system to the existing M&E system in WVK.
  • Monitor project implementation levels and report progress, impact and best practices. 
  • Provide technical guidance in carrying out baseline assessments, mid and end of project evaluations across the project location.
  • Support development of ToR in collaboration with other project teams and identify specific data requirements
  • Use process, output level quality benchmarks as reference to undertake field monitoring visits, focusing on programme quality aspects, discuss with relevant staff and share reports with relevant colleagues.
  • Take charge of collating and analyzing data and synthesizing information, updating the monitoring matrix and other monitoring tools in place.
  • Ensure timely analysis of monitoring data and dissemination to key stakeholders for management decision making.
  • Follow up with project teams on programme quality improvement action plans. Ensure action points are followed up and relevant measures taken and incorporated into programming. 
  • Support the implementation of processes to review the quality of existing project data, information collection methods and the suitability of the existing data for the provision of sound baseline information.
  • Always ensure to store collected data securely as per policies relating to data protection for the project
  • Disseminate all project information related to M&E to staff and partners
  • Ensure Project alignment to the donors and support office evaluation protocols and methodological tools
  • Prepare and share high quality and timely routine project management reports (Monthly, quarterly, semi-annually and annually) as per donor requirements.  
  • Facilitate monthly Data Quality Assessments to ensure reliability of the data by verifying on source data documents and quality of the same.
  • Manage beneficiary data base.

Learning, Documentation & Capacity Development   

  • Ensure continuous learning and documentation of lessons learnt and best practices for program design, monitoring and evaluation frameworks related to emergency response.
  • Coordinate the sharing of learning related to MEAL practices across projects and provide support when internal/external reviews, evaluations, and lessons learned exercises should be employed.
  • Support the development of project case studies, human interest stories, documentaries and other related materials
  • Organize/ project reflection & learning events to document lessons learnt, good practices and areas of improvement.
  • Ensure that lessons learnt and reports are documented (printed, visual) and published for sharing with the donor and other partners and proactively share information and learning with internal and external stakeholders
  • Develop capacity building plans and support WV and partners in building their capacity in M&E and in the management of information systems, development of required formats, key indicators, needs assessments, frameworks for evaluation, qualitative documentation of outcomes and impact of projects.

Database Management

  • Provide MIS content/requirements and feedback to project team and document progress on indicators/achievement of targets using Indicator Tracking Tables (ITT)
  • Support the development of systems and processes for the implementation of M&E policy and procedure based on WV best practice, developing frameworks to integrate impact assessment and learning and knowledge management into the programme and project cycle; 
  • Plan tracking for Project indicators of strategic relevance from secondary and primary data, with partners and communities 
  • Maintain a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate.
  • Compile, consolidate and analyze quantitative and qualitative project data and contribute into subsequent reporting through monthly MEAL reports, updates, successes and issues from the MEAL tracking tools. 
  • Take lead in the analysis of data collected under the monitoring framework for assessment of progress and areas for improvement.
  • Ensure the appropriate use of information management systems in compliance with WV Kenya, GoK, and in line with partnership and donor agreements.

Engagement, Networking and Partnerships

  • Maintain links with relevant stakeholders for collaboration, networking, resource sharing, material development and learning activities.
  • Ensure WVK visibility and participation in M&E Technical working groups in the County

Knowledge and Qualification for the Role

Required Professional Experience

  • Minimum three years practical experience in M&E system coordination/ implementation in international non-governmental organization or other international relief/development body
  • Background of implementing effective M&E systems and/or accountability mechanisms
  • Proven technical ability around M&E (i.e. experience in Data collection on the Open data kit plat form and other mobile based applications, ability to conduct data analysis and interpretation)
  • Demonstrable track-record in data tracking and evaluation, with the ability to support staff and partners on M&E methodology and analyze and disseminate information to a range of stakeholder audiences internally and externally;
  • Well-developed research, analytical (qualitative and quantitative), documentation, report-writing and strategic planning skills.
  • Excellent communication skills, networking
  • Experience in working on donor funded programs is an added advantage

Required Education, Training, License and Certification

  • Must have a minimum of a Bachelor’s degree in Social sciences, Monitoring and Evaluation or Project management, Statistics or related discipline from a recognized University.
  • Working knowledge of data/statistical programmes e.g. SPSS, Stata etc
  •  Computer literacy, particularly in Word, Excel, and PowerPoint;

Project Manager

Responsibilities

Strategic Project Management, Coordination & Compliance

  • Provide overall leadership, management and guidance in the development and implementation of the project to ensure compliance.
  • Ensure that the project is implemented according to the project management cycle while ensuring all activities are implemented on time target and budget and in compliance with the donor requirements and World Vision Standards.
  • Ensure all operations, planning and budgeting processes are aligned with the World Vision Kenya (WVK) requirements and standards.
  • Ensure 100% implementation of audit recommendations and presence of risk management plan/document to guide operations
  • Monitor Budget Utilization in line with planned Detailed Implementation Plan (DIP) as per WVK Financial Standards and donor requirements
  • Ensure inclusion of cross cutting themes including gender, youth, disability and social inclusion.
  • Ensure integration between the project activities and other WVK livelihoods and resilience development programs in the Area Program
  • Review, evaluate and prioritize project staff activities on an ongoing basis and undertake field visits to perform oversight function.
  • Support the technical visits, donor missions to the Project sites for resource mobilization, marketing and communication.

Design, Monitoring, Evaluation and Reporting

  • Facilitate effective monitoring, documentation and reporting in compliance with IOM and WV standards
  • Guide staff in the development of Detailed Implementation Plan (DIP) for the project
  • Work closely with the DMEAL team to effectively support the project to carry out all measurements and assessments – baselines, assessments, designs, monitoring and evaluations –  in accordance with donor requirements and WV established standards, policies and procedures
  • In liaison with the DMEAL team , ensure that appropriate controls, monitoring and evaluation tools are in place and being utilized in a timely manner.
  • Review quantitative and qualitative data with various specialists on an ongoing basis to evaluate performance of the project and provide guidance to the implementing team
  • Participate in field monitoring visits to review progress and gather stories of change
  • Ensure integration of sustainability in the implementation of plans
  • Take responsibility of reporting official and appropriate progress documents to the donors
  • Ensure timely submission of reports

Engagement, Networking & Collaboration

  • Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in planning and implementation.
  • Build a cordial relationship with the focal person with IOM Kenya office
  • Establish good working relationships with -County sectoral leads in Livelihoods and Environment
  • Participate, sectoral Technical Working Groups, County Steering Group and public forums/events as appropriate.

Finance management

  • Ensure the timely preparation and submission of disbursement requests.
  • Monitor and assess key risks affecting project implementation to avoid the underspending and overspending without special circumstances
  • Ensure that project finances and assets are managed in line with WV policy and IOM requirements

Performance management and supervision

  • Manage and coordinate the project team ensuring competent and motivated staff as well as evaluate staff performance, monitor workloads and encourage on-the-job coaching, identify and address learning and training needs and opportunities

Qualifications for the Role

Required Professional Experience

  • A minimum of 5 years of INGO field experience with supervisory roles in implementing or managing similar related projects or programs
  • High level of understanding of grant programming
  • Prior experience of project implementation is preferred.
  • Ability to engage at a strategic level with senior government officials and UN, INGO officials at the County & National level.
  • Strong budgetary and financial management skills, organizational skills, communication and interpersonal skills
  • Ability to use a computer and software to develop or maintain spreadsheets and databases
  • A mature and committed Christian, able to stand above denominational diversities
  • Strong organizational skills and an ability to work with diverse teams across the organization.
  • Willingness to travel to the field as and when needed
  • Work in a multisectoral/ multicultural team- patience, cultural sensitivity and application of contextual understanding in day to day work

Required Education, Training, License, Registration and Certification

  • A Bachelor’s degree in International Relations, Development, Project Planning and Management or other relevant field A Master’s Degree in International Development is an added advantage.
  • Excellent written and spoken English is essential
