Procurement and Logistics Officer
Reporting To:
Procurement and Logistics Manager
Key Objective:
To assist the field Office in project input acquisition, receipt, dispatch and filing of documents in compliance to IR Procurement Guidelines.
Job Summary:
Reporting to the Procurement and Logistics Manager technically and Field Coordinator administratively, the Procurement and Logistics Officer will work under the guidance of the Procurement and Logistic Manager and is responsible for sending of RFQs, receipt, opening and award of bids, photocopying, printing of PRs/POs, photocopying and submission of payment documents to finance.
The procurement and Logistics Officer is the lead procurement person and member of the Field Office Procurement Committee.
Job Description
- Procurement and Logistics Officer performs the following tasks among others:
- Approval of PRs at Field Office
- Prepare RFQ and send out same to potential vendors.
- Issuing bids and ensuring bid issuance forms are signed.
- Receiving of bids and ensuring the bid receipt forms are signed
- Opening and award of bids with the PC at the field level
- Prepare bid evaluation and analysis.
- Open a file for a procurement
- Maintains data on RFQs issued and received.
- Assist in Preparing bid analysis and bid minutes.
- Issue POs/Contracts
- Receives supplies at FO issue a GRN.
- Coordinate dispatch of documents to CO
- Issue waybills for items being dispatched to the CO.
- Prepare and submit (weekly or monthly) reports on PRs raised, RFQs sent out, invoices received and items received/dispatched
- Prepare payment requests.
- Photocopy procurement documents.
- Submit complete trail of procurement documents to finance for payment using the payment register
- Support in any other duty allocated.
- Vehicle maintenance & allocation
- Prepare log sheets and fuel vouchers.
- Maintain weekly/monthly vehicle maintenance reports.
- Coordination of IT and Security
Qualification/ Experience
Desired:
- Bachelor’s degree in Procurement / supplies management
- Demonstrated experience in Procurement management.
- CIPS
Person Specification
- Diploma in Business Administration/Supplies Management
- At least 3 years’ experience in SCM in an NGO set-up
- Member of CIPS of KIMS
- Effective IT Skills (Word & Excel).
- Communication and negotiation skills.
- Problem solving.
- Flexible and patient.
- Conceptual understanding of participatory approach
- Fluent in Written and spoken English.
