Programme Officer (Data and Research)
- Under the overall guidance of the Head of Programme and Policy Development and direct supervision of the Data and Research Coordinator, and in close cooperation with all Units, Sub-Offices, and the Regional Data Hub (RDH) for East and Horn of Africa, the Programme Officer (Data and Research) will be responsible and accountable for assisting with operational support for specific field activities for IOM Kenya’s Data and Research programming portfolio.
The Programme Officer is expected to perform the following duties:
Core Functions / Responsibilities:
- Assist with the data set-up in the field for data collection activities; data collection activities may include Data Tracking Matrix (DTM) mobility tracking exercises, household surveys, registrations, flow monitoring, migration analysis, and ad-hoc research activities.
- Collect and compile information that will be used for county coordination workshops, county data validation forums, data and research training and lessons learnt sessions for county key stakeholders and implementing partners on data collection, analysis and reporting.
- Under close supervision and guidance, analyze and propose solutions aimed at improving data collection and DTM methodologies, processes, and assessment tools.
- Perform initial preliminary analysis and participate in data cleaning and the collection of information for the production of DTM, assessment related reports and other publications related to data and research, tracking inputs from programmes and targeted dissemination.
- Generate and submit data to the supervisor in relation to the production of information products on movements, new displacements, and mobility trends for subsequent dissemination to relevant stakeholders (humanitarian as well as transition/recovery actors).
- Participate in producing dashboards and mapping, and draft specific segments of narrative reports as assigned.
- Check the integration of gender and disability perspectives and attention to rights issues for specific vulnerable groups such as women, girls, persons living with disabilities and children within the displaced population and returnee activities and bring issues to the immediate attention of the supervisor.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Computer or any other social-related data and research fields such as Statistics, Economics, Data Science, Political or Social Sciences, Development Studies, International Relations or Law; or, University degree in the above fields with two years of relevant professional experience.
Experience
- Experience in data collection, analysing and reporting of data collection findings;
- Experience in reporting with DTM standards;
- Experience in design of data methodologies and tools is desirable;
- Experience in research, statistical analysis, data processing and/or reporting, with knowledgeof data collection mechanisms that ensure data protection;
- Experience in working with national and/or local government counterparts in the field of migration data would be considered an advantage; and,
- Data visual experience (Excel, PowerPoint, Publisher, Adobe, etc.).
Skills
- Expert use of Excel (analysis, cleaning, compilation maintenance, etc.);
- Good command of SPSS, R and/or Stata is an asset;
- Knowledge of setting and coding on KOBO and/or ODK is an asset;
- Excellent report writing skills;
- Good understanding of basic statistics and data analysis;
- Ability to think both creatively and strategically; and,
- Good interpersonal communication and presentation skills.
Languages
- IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
- For this position, fluency in English is required (oral and written). Working knowledge of Kswahili is an advantage.
- Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
