Finance and Budget Officer, P3

Responsibilities
Under the overall supervision of the Director, Law Division and the direct supervision of the Head, Programme Delivery and Support Unit, the incumbent will be responsible for the following duties:

  • Medium-term Plan and Programme Budget:
  • Reviews, analyses and finalizes the preparation of programme budgets, taking into account recommendations and decisions of United Nations Environmental Assembly.
  • Provides substantive support to the Division Management Team in their review of the programme budget.
  • Ensures legislative mandates are accurately translated into programme budgets.
  • Budget Preparation:
  • Reviews and analyses cost estimates and budget proposals, in terms of staff and non-staff requirements from (a) the Law Division’s programmatic aspects; and (b) ensure compliance with medium-term plan and other legislative mandates.
  • Provides support to managers with respect to the elaboration of resource requirements for budget submissions.
  • Reviews, analyses and provides input into finalization of programme budget/financial implications.
  • Budget Administration:
  • Issues allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
  • Monitors budget implementation and recommends reallocation of funds when necessary.
  • Monitors expenditures to ensure that they remain within authorized levels.
  • Reviews all requisitions for goods and services to ensure that the correct objects of expenditure have been charged, ensuring availability of funds.
  • Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
  • Prepares relevant documentation with respect to budget performance submissions.
  • Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
  • Provides substantive support to intergovernmental and legislative bodies.
  • Acts as Certifying Officer under Financial Rule 110 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • General:
  • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;
  • Monitors and supervises the work of subordinate staff as required.
  • Performs other related duties, as may be assigned.

Education

  • An advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required.
  • A first-level university degree with in combination with an additional two (2) years of relevant work experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable

Job – Specific Qualification

  • Certified Public Accountant (CPA) or other accounting certification is desirable.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in finance, administration, budget, business administration or related area is required.
  • Work experience with financial systems and financial modules of Enterprise Resource Planning software such as SAP is desirable.
  • Work experience with budgetary policies, financial regulations and rules in an international organization is desirable.
  • Work experience involving trust fund management, budget preparation, resource planning, monitoring and analysis of budget implementation, accounting, audit, financial reporting or other related areas is desirable.
  • Work experience in preparation of written reports, presentations and briefing with financial content and analysis is desirable.
  • A minimum of two (2) years or more of experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Working knowledge of other UN official languages is desirable.

TEEBAgriFood: Junior Consultant

Responsibilities of the consultant will include, but are not limited to:

  • Conduct research and analysis of academic literature, government reports, and news media related to TEEBAgriFood globally and TEEBAgriFood Mexico, such as: sustainable agriculture, environmental governance, sustainable development and biodiversity conservation policy.
  • In collaboration with the TEEBAgriFood Communications Consultant, produce summaries and synopses (articles, videos, infographics, tweets, etc.) of own research and TEEBAgriFood consortia research to assist in both policy mainstreaming and general communication of TEEBAgriFood project outputs and outcomes for publication on various social networking platforms and the TEEB Mexico webpage.
  • Plan, lead, and supervise national workshops to disseminate Mexico TEEBAgriFood messages and recommendations to Mexican stakeholders. Prepare meeting invitations and meeting reports.
  • Contribute to the preparation for and then participate in steering committee and technical committee meetings and activities related to the TEEBAgriFood initiative in Mexico. Prepare meeting invitations, notes, briefings, and internal minutes as required.
  • Provide planning and reporting support for the implementation of the TEEBAgriFood initiative in Mexico, working closely with UNEP offices in Mexico, Nairobi and Geneva. Review agreements and track progress for the projects’ effective and timely implementation; Assist and advise programme/project managers in the elaboration of resource requirements for project budget submissions and revisions, based on funds availability.
  • Support other activities relevant to TEEBAgriFood globally, and to the UNEP Economics of Nature Unit.
  • Conduct research for preparing documents such as reports, briefings, presentations among others requested by UNCT and Cooperation Framework working groups; including the development of an analysis of climate, biodiversity, and pollution in MEA´s commitments by Mexico as well as in the UN Cooperation Framework, identifying UN Country Team´s priorities and potential synergies.
  • Provide support for the preparation and organization of meetings, activities, workshops, of the Cooperation Framework working groups; including meetings with UN agencies to have their feedback to mainstream the Triple Planetary Crises into projects and initiatives.
  • Assist with the coordination of invitations and follow up on attendance to the activities, meetings, workshops of the Cooperations Framework working groups.

Qualifications/special Skills

  • Bachelor’s degree in Business, Marketing, International Relations, Public Administration, Political Affairs, Economics or Public Affairs, Earth Science or any Environmental or Political Science related areas is required.
  • Master’s degree will be an advantage.
  • At least 2 years of professional experience including marketing, communication, projects´ implementation, events´ coordination, research on environmental topics and/or planning and implementation of eco-agri-food systems related projects is required
  • Knowledge and experience on communications, as well as on TEEBAgriFood, sustainable agriculture and/or related subjects is an asset.

Specific tasks and responsibilities of the consultant include the following:

  • Conduct an in-depth review on regional and country level activities on lead in paint; whilst uploading information on project base-camp tracking tool.
  • Document country-specific approaches/roadmap documents on how lead in paint is being managed/legislated at country level in liaison with the lead executing partner.
  • Provision of technical assistance towards drafting and eventual adoption of lead paint laws in the 13 countries supported by UNEP ROA.
  • Technical input into countries’ national activities (inter-ministerial stakeholders’ meetings, awareness-raising, legal drafting, etc.) with focus on countries that received financial support from ROA to organize multi-stakeholder meetings.
  • Technical guidance with relevant partners and governments to raise awareness on lead paint and paint reformulation through the Lead in Paint Community of Practices and other suitable fora
  • Support countries (as necessary) in producing reports on regional and country-level activities to the global TTA/coordinator
  • Technical moderator of information and experiences exchange among the countries supported by ROA as the primary focal point during the stakeholder fora

Qualifications/special Skills

  • An advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required. University studies in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of 5 years experience in system’s analysis and design, computer programming, including advanced programming skills in html, javascript and php is required.
  • Experience in the development of applications using Microsoft Office, WordPress Content Management System, JQuery, SQL relational databases, and user interface design and development is required.
