Urban Advocacy and Campaigns Consultant
Under the overall supervision of the Head of Advocacy and Campaigns Unit, the incumbent will be required to perform the following functions:
- Prepare the partners and events database and related roadmap for the Azerbaijan Urban Campaign (AUC)
- Manage and update the AUC partners and event database with contents on solutions, events results and speakers
- Prepare web-based content for the AUC: save the dates and other announcements, stories on results and solutions for the AUC website as well as the WUF13 communication channels
- Prepare and manage social media content for the AUC
- Prepare and update materials, toolkits and Trello boards for the partners
- Prepare AUC partners meetings, presentations, minutes and outcomes reports
- Prepare key messages for the AUC
- Support in the dissemination of WUF13 key messages through the AUC
- Prepare a series of speakers profiles identified in the AUC for consideration as speakers for the 13rd session of the World Urban Forum
- Handles independently a wide range of complex information requests and inquiries; responds, or drafts responses, to a diverse range of questions from the AUC partners.
- Ensures time keeping of current tasks.
Qualifications/special skills
- Advanced University degree in urbanization and human settlements or any other relevant field is required.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of two (2) years of experience in urban issues and communication is required. Experience of the Azerbaijan context is desirable.
Senior Programme Officer, Human Settlements
Responsibilities
- Plan, oversee and manage the work programme of the Planning, Finance and Economy Section; ensure that the programmed activities are carried out in a timely fashion; coordinate and manage diverse projects in the Section, in collaboration/ consultation/ liaison with other organizational units within UN-Habitat, as well as other organizations of the United Nations System, donors and partners, as appropriate.
- Ensure that the normative outputs produced by the Planning, Finance and Economy Section are of high quality and developed in consultation with other Branches, Divisions, Regional/ Country/ Multi-Country Offices, as appropriate. Establish and lead Community of Practice on Planning, Finance and Economy.
- Carry out administrative tasks necessary for the functioning of the Planning, Finance and Economy Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
- Recruit staff for the Section taking due account geographical and gender balance and other institutional values; Manage, guide, develop and train staff under his/her supervision. A key priority is to strengthen the economic and finance aspects of the section (team and expertise building), ensuring expertise-building within the team. •Fosters teamwork and communication among staff in the Section and across organizational boundaries.
- Provide policy guidance to the Chief of Branch/ on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional and UN-Habitat policies and procedures in the areas of urban and territorial planning, urban design, urban regeneration, urban/municipal finance and local economic development
- Perform other duties as required.

Education
- Advanced university degree (Master’s degree or equivalent) in economics, urban planning, regional planning, urban design, public policy, economic, municipal finance or related area is required.
- A first-level university degree in combination with two (2) addiditional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of ten (10) years of progressively responsible experience in urban development, urban planning, urban finance and economics, public policy, urban governance or related field is required.
- Experience in managing large and dynamic teams within multi-cultural institutional environments, including at a senior level is required.
- Experience in research and capacity building, financial resource mobilization, management of large and complex projects is desirable.
- Experience in working with the United Nations and with International Finance Institutions (IFIs) is desirable.
- Experience in data analytics or related area is desirable.
