Resettlement Associate (On replacement capacity)
Organizational Setting and Work Relationships
- A Resettlement Associate position is typically located at Multi-Country Office, Branch Office or Field Office. Under supervision, the incumbent’s primary role is to assist in providing, in close coordination with concerned sections within UNHCR as well as external parties such as resettlement countries, IOM and NGOs, a continuous support to resettlement operations by ensuring that resettlement polices are correctly implemented and operations are supported in establishing comprehensive protection and solutions strategies. The incumbent takes part in assessing cases for resettlement and conducting interviews as well as monitoring procedural compliance and quality of case submissions. The role of the Resettlement Associate may involve managerial responsibilities in supervising, coaching and training junior staff, and assisting in implementing organisational objectives and priorities.

Duties
- Interview, assess resettlement needs, and process persons identified for resettlement, following established procedures; undertake field missions as required.
- Where applicable, review and assess special resettlement cases and prepares individual submissions for presentation to resettlement countries; keep offices informed on the status of special resettlement cases; liaise with offices on case processing and provide advice as required.
- Comply with UNHCR¿s standard operating procedures on resettlement, ensuring timely action on cases.
- Follow up on status of cases from submission to departure; ensure effective in-country communication on the status and follow-up on persons of concern (PoC) being considered for resettlement; ensure that records on individual cases are kept up-to-date.
- Provide PoC and partners with up-to-date and accurate information on UNHCR¿s resettlement policies and procedures.
- Assist in monitoring the quality of submissions, providing the concerned staff with basic guidance and advice.
- Manage, maintain and update proGres or Consolidated Online Resettlement Tracking System (CORTS) database and provide technical support.
- Coordinate travel and departure arrangements for refugees accepted for resettlement.
- Organize logistical support for governments undertaking resettlement missions.
- Maintain accurate resettlement statistics as well as up-to-date records on individual cases; assist in the preparation of reports.
- Assist with preparing a strategy and budget for resettlement activities and monitoring expenditures.
- Provide administrative support for resettlement-related training activities.
- Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement process; comply with UNHCR policy and guidelines on HIV/AIDS.
- Assist in mitigating resettlement fraud through oversight (including in-country travel), advice and guidance).
- Recommend cases that are eligible for resettlement consideration.
- Provide counselling to PoC.

Desired Candidate Profile
- The ideal candidate should have experience in refugee work, including the ability to interview refugees, assess their needs, and determine their eligibility for refugee status and resettlement. They should also possess excellent interviewing and counseling skills, as well as proficiency in written English. The candidate should have a proven track record of producing high-quality, accurate written reports. Additionally, they should have demonstrable analytical skills that enable them to evaluate complex cases and make well-informed decisions.
- The candidate should also have the ability to work effectively and efficiently in a high-paced environment, meeting established targets for case processing. As they may be assigned additional responsibilities, the candidate should be flexible and capable of managing diverse tasks.
- Strong technical knowledge in statistics reporting for resettlement will be advantageous in this role. An understanding of data management and the ability to manage, maintain, and update the proGres database can be a valuable asset.

Senior Driver – Dadaab
Organizational Setting and Work Relationships
- The Senior Driver mainly drives for the Head of Office and other high ranking officials. The incumbent is normally supervised directly by the Administrative Officer/Associate/Assistant or other staff member when the scale of the Operation so requires it. Besides driving s/he is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organisation. S/he is required to follow strict instructions and security guidance provided by the supervisor. While basic function of a Senior Driver is to drive the official vehicles of UNHCR s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles and may perform clerical maintenance and other support services that deem necessary for office administration. S/he may as well provide interpretation services.
- The Senior Driver has regular contacts with staff within the UNHCR Office and with others (including Partners government authorities etc.) outside UNHCR involving limited exchange of information.

Duties
- Drive UNHCR vehicle mainly for the Head of Office and other high ranking officials.
- Drive UNHCR vehicles for the transport of authorized passengers deliver and collect documents and other items.
- Meet official personnel at airports or other locations and facilitate immigration and customs formalities as required.
- Perform day-to-day maintenance of the assigned vehicles; check oil water battery brakes tires etc. and ensure that the assigned UNHCR vehicles are road or waterway worthy and maintained up to the established security standards.
- Perform minor repairs and arrange for other repairs and ensure that the vehicle is kept clean.
- Ensure that the steps required by rules and regulations or other local requirements are taken in case of involvement in an accident.
- Log official trips daily mileage gas consumption oil changes greasing etc. and prepare reports on usage as required.
- Ensures valid documentation for passengers items or cargo in vehicle.
- In the absence of an interpreter assist with basic interpretation services.

- For effective performance and results the profile of the incumbent Senior Driver would combine S/he should be privy to the security situation in and around Dadaab including the unpredictable weather pattern understand the traffic dynamics in Dadaab which roads to use what time to navigate traffic for seamless delivery staff officials and visitors to work assignment in time and must have solid driving experience and high sense of responsibility
- The senior Driver should have excellent knowledge of protocol whilst ensuring compliance with local driving rules and regulations. Have knowledge of the elevated security dynamics of the region and especially the county terrain and networks have sense of defensive driving and street survival when situation prompts. Have excellent knowledge of the local context fluency in national and local language and good people skills which is an asset for programme implementation at community level. Adhere to the rules and regulations of the Kenya Highway Code and take prompt action in the event of an accident.
- The senior Driver should be proactive to resume other office roles/duties including filing travels plans and arrangements and putting in place necessary vehicle travel emergency accessories. Record all trip-details in the vehicle movement log sheet fuel consumption defects noted tyre condition vehicle tools and other particulars etc. and ensure that the relevant documents such as insurance are valid.
- The incumbent is expected to demonstrates client-oriented approach and high level of responsibility/accountability supportive of efficient running of the office which in turn strengthen UNHCR operations. The Senior Driver should be reliable and provide safe driving services for staff officials and delivery or collection of mails documents and other office items as authorised.
- The Senior Driver should ensure the day to day maintenance of a singed vehicle ensure the vehicle is clean and kept in good running condition by addressing minor repairs and planning for major repairs timely changes of oil check tires brakes and water levels.
- The Senior Driver should ensure that documents of vehicles are well filled ensure availability of all the required documents/supplies including vehicle insurance registration logs office directory maps of the city county first aid kits and necessary spare parts in the assigned vehicle. To also keep track of insurance and other tax formalities.
